The City:Council met on June 5, 2003 at 11:30 a.m. at the Plainview Convention
Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was
posted in City Hall at 11:00 a.m. on June 2, 2003. Mayor John C. Anderson presided.
Councilmembers present were: Kelvin Tipton-District 1, Mary Jane Shanes-District 2,
Belinda Pena-District 3, John N. Bertsch-District 4, Buddy McGehee-District 6 and Irene
Favila-District 7. Councilmember Ross Owen-District 5 was absent.
Staff members present were: Jim Jeffers-City Manager, John Berry-Director of Public
Works, Will Mull-Police Chief, Dale Simpson-Director of Civil Service, John Castro-
Director of Community Services, Gary Glass-Fire Chief, Rusty Reese-Parks
Superintendent, Wally Hatch-City Attorney, Elizabeth Regner-Assistant City Manager,
Jack Keller-Budget Manager and Belinda Hinojosa-City Secretary.
Councilmember John Bertsch delivered the Invocation.
The Council and staff reviewed the agenda for the City Council meeting of June 10,
2003.
Elizabeth Regner, Assistant City Manager presented a report on the Fair Theatre. She
gave a brief history of the Fair Theatre. The Theatre is currently debt free and is a
finalist for the Texas Commission on the Arts grant. They are currently working on a
strategic plan, marketing plan, upcoming events and finances. Mrs. Regner thanked the
City Council, Plainview Daily Herald, KKYN Radio and the Plainview Chamber of
Commerce/CVB for their assistance.
Mayor Anderson presented a report on the recent Economic Development Strategic
Planning Session. He said it was very well attended and was represented by various
segments of the community. The group looked at strengths and weaknesses. Bill
Shelton will be providing a summary of the results in the near future.
Jim Jeffers presented the proposed budget calendar for the 2003-2004 budget.
Council was reminded to mark on their calendars August 7, 2003 at 8:30 a.m. for a
budget workshop.
Councilmember Shanes moved the Council go into Closed Session to deliberate the
appointment, employment, evaluation, reassignment or duties, removal, discipline or
dismissal of a public officer or employee, board, commission, or committee member, or
to hear complaints or charges. [Tex. Gov't. Code Section 551.074]. City Manager. The
motion was duly seconded by Councilmember Favila and carried unanimously.
Mayor Anderson recessed the meeting into closed session at 12:40 p.m.
The Council reconvened in open session at 1:17 p.m. and did not take any action.
Councilmember Favila moved the meeting be adjourned. The motion was duly
seconded by Councilmember Tipton and carried by unanimous vote.

There being no further bus(ness, Mayor Anderson adjourned the meeting at 1:18 p.m.
