The Plainview City Council met. on June 10, 2003 at:7:00 p.m. in the City Council
Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting
was posted in City Hall at 10:30 'a.m. on June 3, 2003. Mayor John C. Anderson
presided. Councilmembers present were: Kelvin Tipton-District 1, Mary Jane Shanes-
District 2, Belinda Pena-District 3, John N. Bertsch-District 4, Ross Owen-District 5,
Buddy McGehee-District 6 and Councilmember Irene Favila-District 7.
Staff members present were: James P. Jeffers-City Manager, Wally Hatch-City
Attorney, John Castro-Director of Community Services, Brice Clements-
Engineer/Assistant Director of Public Works, Rusty Reese-Parks Superintendent, Will
Mull-Chief of Police, Dale Simpson-Civil Service Director, Jason Thompson-Main Street
Coordinator, and Belinda Hinojosa-City Secretary.

Guests present were: Don Smith, James Thomas, Jeri Strange, Sandra Aven,
Dennis Miller and J. V. Young
Rev. Greg Linton delivered the invocation.
Mayor Anderson led in the Pledge of Allegiance.
Mayor Anderson presented a Certificate of Recognition to Dennis Miller from the
Texas Department of Criminal Justice in appreciation for their dedicated service to
the welfare of our community.
Councilmember McGehee moved to adopt the consent calendar. The motion was duly
seconded by Councilmember Favila and carried by unanimous vote. Items approved on
the Consent Calendar included: approval of the minutes of May 27, 2003 and June 5,
2003; receipt of departmental reports; and approval of expenditures. The Council
approved upon first reading, Ordinance No. 03-3384, an Ordinance of the City of
Plainview, Texas Amending Ordinance No. 02-3350 to Appropriate Funds in the
Swimming Pool Fund in the 2002-2003 Budget For Repairs to the Swimming Pool
Sewer Line; Cumulativeness Clause; Conflicts Clause; Severability Clause; Effective
Date. This budget amendment is for the 16th Street Swimming Pool sewer drain line.
The pool has experienced continual sewer stoppage. The cost of plumbing labor and
supplies is $1,165.02 and the cost for concrete foundation replacement is $164.98 for a
total of $1330.00. The Council approved upon first reading, Ordinance No. 03-3385, an
Ordinance of the City of Plainview, Texas Amending Ordinance No. 02-3350 to
Appropriate Funds in the Water Distribution in the 2002-2003 Budget for Repairs to a
Caterpillar Backhoe; Cumulativeness Clause; Conflicts Clause; Severability Clause;
Effective Date. This budget amendment is needed to repair Unit 30-36, a 1994
Caterpillar Backhoe. The excavation boom failed which puts the machine out of service
and cannot be used. The estimated cost of repairs is $8,118.93 for parts and labor.
The Council awarded the mosquito bids to B&W Aerial Spraying of Dimmitt, Texas, the
Iow bidder in the amount -0- retainer charge and .52¢ per acre charge. Other bids
received were from Rimside Mosquito Control, Claude, Texas $9,000 retainer and .47¢
per acre and Davis Flying Service -0- retainer and .87¢ per acre. The Council
approved the S.A.F.E. (Summer Activities for Everyone) Contract. The Contract calls
for a contribution of $20,000 from the City to the YMCA for the program which provides
a structured summer program for youth ages 6 to 15. The building used for the program

The YMCA provides a financial report at the end of the year. The Council approved the
YMCA Swimming Pool Contract. The contract provides for a $15,000 payment and is
for a term of one year.
Councilmember Kelvin Tipton moved to table the park improvements until the 2nd
meeting in August, being August 26, 2003. The motion was duly seconded by
COuncilmember Owen and carried unanimously.
Jason Thompson, Main Street Coordinator presented the Main Street Strategic
Planning Report. Councilmember Bertsch moved to accept the report. The motion
was duly seconded by Councilmember Shanes and carried by unanimous vote.
Items 6 Closed Meeting to deliberate the appointment, employment, evaluation,
reassignment or duties, removal, discipline or dismissal of a public officer or employee,
board, commission, or committee member, or to hear complaints or charges. [Tex.
Gov't. Code Section 551.074], City Manager was pulled from the agenda.
Item 7 to consider possible action regarding City Manager was pulled from the agenda.
Mayor Anderson moved the meeting be adjourned. The motion was duly seconded by
Councilmember Favila and carried by unanimous vote.
There being no further business, Mayor Anderson adjourned the meeting at 7:27 p.m.
