HomeMy WebLinkAbout03 0703 min1.84 The City Council met on July 3, 2003 at 11:30 a.m. at the Plainview Convention Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 11:00 a.m. on June 30, 2003. Mayor John C. Anderson presided. Councilmembers present were: Mary Jane Shanes-District 2, Belinda Pena-District 3, John N. Bertsch-District 4, Ross Owen-District 5, Buddy McGehee-District 6, and Irene Favila-District 7. Councilmember Kelvin Tipton-District 1 was absent. Staff members present were: Jim Jeffers-City Manager, Gary Glass-Fire Chief, Dale Simpson-Director of Civil Service, Brice Clements-Engineer/Assistant Director of Public Works, Elizabeth Regner-Assistant City Manager, Larry Gould-Code Enforcement Officer, Will Mull-Police Chief, Jason Thompson-Main Street Coordinator, Wally Hatch- City Attorney, and Belinda Hinojosa-City Secretary. Guests present were: Ron Trusler News Media Representative: Richard Orr-Piainview Daily Herald Mayor Anderson delivered the Invocation. The Council and staff reviewed the agenda for the City Council meeting of July 8, 2003. Jim Jeffers, City Manager presented the Annual Budget for 2003~2004. Mr. Jeffers summarized the transmittal letter. He stated the following issues need to be taken into consideration: (1)No cost of living adjustments (COLA) for employees - City has 193 full time employees, the increase in salaries and wages will come in the form of a 3% adjustment via the "step" pay plan which gives raises on the employee's anniversary date until they are at the top of the pay scale for all their positions. For all funds, these raises total $35,831.38. (2)Property tax increase of $.02 per $100 valuation and repeal of ordinance dedicating $.047 per $100 valuation of property tax to street improvements - this reduces the deficit $400,000. (3)Increase in general fund user fees - proposed rate increases would generate a total of $40,360. (4) Non funding of equipment replacement fund - this would save $300,000. This is the second consecutive year that this decision has been made. The fund balance for this fund has been decreased to $1.3 million dollars. (5) Water rate increase - debt service and increased water production costs have caused the fund to have more expenditures than revenues. The new proposed water rate per 1,000 gallons is $1.35 for up to 25,000 gallons, and $1.50 for water use above 25,000 gallons. Mr. Jeffers mentioned the budget also included the speCial service programs of $5,000 to Parent's Place, Inc., $10,000 to the Hale County Senior Citizens Center, $1,000 to Hale County Crisis Center and $20,000 to the SAFE Program. The budget calendar calls for a budget workshop meeting on August 7th at 8:30 a.m. and if necessary, a second budget workshop if needed on August 21st. The first reading for the budget ordinance is scheduled for September 9th with the second reading on September 23rd. City of Plainview Minutes July 3, 2003 Page 1 of 2 City Manager Jim Jeffers gave a brief description of the various executive search firms that had presented proposals. Proposals were received from Gerald Plock Associates, Johnson & Associates, The Mercer Group, The Oldani Group, The Par Group, Ralph Andersen & Associates, Ray Associates, Inc., The Waters Consulting Group, and The Willis Group. Mayor Anderson advised the Council that they needed to leave the list to a minimum of two to visit with on Tuesday evening and possibly sign a contract. 185 It was the consensus of the Council to visit with The Mercer Group, The Waters Consulting Group, and Ralph Andersen & Associates because of their West Texas ties. Councilmember Shanes moved that The Mercer Group, Ralph Andersen & Associates and The Waters Consulting group be present at the July 8th Council meeting to meet with the Council. The motion was duly seconded by Councilmember Owen and carried unanimously. Mayor Anderson advised that the candidates would be allowed ten minutes to make a presentation.
