HomeMy WebLinkAbout03 0717 minThe City Coundil met on July 17, 2003 at 11:30 a.m. at the Plainview Convention Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 11:00 a.m. on July 14, 2003. Mayor John C. Anderson presided. Councilmembers present were: Kelvin Tipton-District 1, Mary Jane Shanes-District 2, Belinda Pena-District 3, John N. Bertsch-District 4, Buddy McGehee-District 6, and Irene Favila-District 7. Councilmember Ross Owen-District 5 was absent. Staff members present were: Wally Hatch-Interim City Manager/City Attorney, Jack Keller-Budget Manager, John Castro-Director of Community Services, Will Mull-Police Chief, John Berry-Director of Public Works, Kevin Whisenant-Fire Captain, Brice Clement-Engineer/Assistant Director of Public Works, and Dale Simpson-Director of Civil Service, Elizabeth Regner-Assistant City Manager, and Belinda Hinojosa-City Secretary. News Media Representative: Richard Orr-Plainview Daily Herald Councilmember Mary Jane Shanes delivered the Invocation. The Council and staff reviewed the agenda for the City Council meeting of July 22, 2003. Wally Hatch, Interim City Manager advised the Council that the TDCJ firing range had been put on hold because of state budget constraints. TDCJ is requesting the City to complete construction of the berm, parking lot and road, with TDCJ putting little if any money into the project until funding can be received. Mr. Hatch stated he had called Mike McManness with TDCJ asking what dollars the state would be putting into the project and he had still not heard anything from TDCJ. The City's in-kind costs are estimated to be $50,000. Chief Mull stated the facilities the police department uses right now are more than adequate for the police department. It was the consensus of the Council to put the matter on hold. Chief Mull presented a request from the Hospital Authority Board to prohibit parallel parking on Xenia Street from 24th to Dimmitt Road. The hospital has recently added 33 angled parking spaces. It was the consensus of the Council to prohibit parallel parking on the east side of Xenia Street. Elizabeth Regner, Assistant City Manager presented the Quarterly Investment Report for the period from April 1, 2003 and ending June 30, 2003. The beginning book value is $17,471,194 and the ending book value is $16,992,711. The interest earned for this period is $138,982. Councilmember Shanes moved the meeting be adjourned. The motion was duly seconded by Councilmember Tipton and carried by unanimous vote.
