HomeMy WebLinkAbout03 0821 minThe CitY-Council met 'on August 21, 2003 at 11:41 a.m. at the Plainview Convention Center; 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 11:00 a.m. on August 18, 2003. Mayor John C. Anderson presided. Councilmembers present were: Kelvin Tipton-District 1, Mary Jane Shanes- District 2, Belinda Pena-District 3, Ross Owen-District 5 and Buddy McGehee-District 6. Councilmembers absent were: John N. Bertsch-District 4 and Irene Favila-District 7. Staff members present were: Wally Hatch-Interim City Manager/City Attorney, John Castro-Director of Community Services, Elizabeth Regner-Assistant City Manager, William Mull-Police Chief, John Berry-Director of Public Works, Jack Keller-Budget Manager, Brice Clements-Engineer/Assistant Director of Public Works, Dale Simpson- Director of Civil Service, Rusty Reese-Parks Superintendent, Jason Thompson-Main Street Coordinator and Belinda Hinojosa-City Secretary. Guests present were: Ron Trusler, Elva Ramos and Ashleigh Anderson News Media Representative: Richard Orr-Plainview Daily Herald Councilmember McGehee delivered the Invocation. Mayor Anderson moved to open a public hearing on the proposed tax increase from .4575¢ per 'one hundred dollars valuation to .4775¢ per one hundred dollars valuation. The motion was duly seconded by Councilmember McGehee and carried unanimously. Mayor Anderson asked for public comment. There was no public comment. Mayor Anderson announced that the City of Plainview conducted a public hearing on a proposal to increase the total tax revenues of the City of Plainview from properties on the tax roll in the preceding year by 5.424679 percent on August 21, 2003 at 11:30 a.m. The City of Plainview is scheduled to vote on the tax rate that will result in that tax increase at a public meeting to be held on September 4, 2003 at 11:30 a.m. at the Plainview Convention Center. Councilmember McGehee moved to close the public hearing. The motion was duly seconded by Councilmember Pena and carried unanimously. The Council granted an excused absence to Councilmember Bertsch and Councilmember Favila. John Berry, Director of Public Works and Brice Clements-Engineer/Assistant Director of Public Works provided a report on the hike bike trail. Several of the Council expressed concern about the proximity of the trail to the golf course. Mr. Clements advised a protective fence would be installed. The Council also expressed concern about the Joliet and Quincy Street crossings. Mr. Clements stated they would look into what could be done regarding these crossings. Mayor Anderson moved the Council go into closed session to discuss pending or contemplated litigation. {Meridian Alliance Group, LLC} This meeting is authorized by TEX. Gev. CODE ANN. 551.071 (Vernon 1994). The motion was duly seconded by Councilmember Owen and carried by unanimous vote. Mayor Anderson recessed the meeting into closed session at 12:30 p.m. The Council reconvened in open session at 12:52 p.m. Councilmember Ross Owen moved the City Council authorize the City Attorney to take action with regard to Meridian Alliance lawsuit per executive session discussion. The motion was duly seconded by Councilmember Tipton and carried unanimously.
