HomeMy WebLinkAbout14 0812 Council minutesThe Plainview City Council met on August 12, 2014 at 7:00 p.m. in the City Council
Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting
was posted in City Hall at 4:57 p.m. on August 8, 2014. Mayor Wendell Dunlap
presided. Councilmembers present were: Charles Starnes -District 1, Norma Juarez -
District 3, Teressa King -District 4, Susan Blackerby-District 5, and Lionel Garcia -District
6. Councilmember Larry Williams -District 2 and Eric Hastey-District 7 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Leslie Spear -City Attorney,
Rusty Powers -Fire Chief, Isauro Gutierrez -Information Technology Specialist, Sarianne
Beversdorf-Director of Finance, Shane Harrell -Personnel Specialist, Ken Coughlin -
Police Chief and Belinda Hinojosa-City Secretary.

Guests Present: John Sigwald, Gina Billington and Beverly McCaskill
Councilmember Susan Blackerby delivered the invocation and led in the pledge of
allegiance.
Mayor Dunlap recognized John Sigwald for his work on the Hale County, Texas
Bibliography.
Councilmember Starnes moved to approve the consent calendar. The motion was duly
seconded by Councilmember Blackerby. Items approved on the consent calendar were
the granting of an excused absence to Councilmember Larry Williams; and approval of
the minutes of July 17 and 22, 2014.
Jeffrey Snyder, City Manager presented the Council Strategic Plan Final Report. He
summarized the report:

He thanked the Council for taking time to develop the plan.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Starnes moved to accept the Strategic Plan Final Report. The motion
was duly seconded by Councilmember Blackerby.
Councilmember Starnes stated this was one of the more significant items we have
done.
Mayor Dunlap thanked staff and Council for coming together.
Mayor Dunlap asked for a vote on the matter. The motion carried with a vote of five
"for" the motion and none against.
Mike Gilliland, Director of Public Works presented for consideration to purchase tub
grinder through BuyBoard Purchasing Cooperative. He stated our tub grinder was
purchased in 2010. This fall our tub grinder caught fire and burned due to a stray spark
off of the alternator. Our insurance is offering up to $318,000 to replace. Staff
recommends purchase through Vermeer using BuyBoard. We receive a 10% discount
by going thru BuyBoard. The total cost to the City will be about $34,000.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Garcia moved to purchase tub grinder through BuyBoard. The motion
was duly seconded by Mayor Pro Tem. Mayor asked for a vote on the matter. The

motion carried with a vote of five "for" the motion and none against.
Councilmember Juarez arrived at 7:25 p.m.
Mr. Gilliland presented for consideration the Sole Source Purchase of Grit Classifier at
Wastewater Treatment. The Grit Classifier is equipment at head of treatment plant. It is
very important to get grit out because it can be very abrasive and wear out equipment.
Staff is requesting to purchase grit classifier from Ovivo, company that manufactures
the exact equipment we are using. If different equipment were purchased, we would
have to do lots of retrofitting to get it in. The cost is $71,000 and is in the budget.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Starnes moved to authorize sole source purchase of Grit Classifier.
The motion was duly seconded by Councilmember Blackerby and carried by unanimous
vote.
Councilmember Starnes asked how many tons of grit do you extract. Mr. Gilliland
stated one to two tons per month.
Councilmember Garcia asked the life span of the equipment. Mr. Gilliland stated most
is about 20 years.
Mayor Dunlap asked for a vote on the matter. The motion carried by unanimous vote.
Mayor Dunlap presented for consideration on second reading, Ordinance No. 14-3612,
an Ordinance Amending The Zoning Map Of The City Of Plainview, Texas For The
Rezoning Of Parcels From An Agriculture ("A") Zoning District To A Commercial General
Business ("C-3") Zoning District, Said Parcels Being 131.1 Feet By 150.6 Feet Out Of
The Southeast Part .45 Acres Of The Pre L S Kinder - Abstract 638, Known As 609 Cr
Y; And Block D-6 Out Of The Southwest Part Of Section 16, 5.5 Acres - Abstract 1688,
Known As 614 Cr Y; And South Of Railroad 1 Acre Out Of The East Part Of Pre L S
Kinder - Abstract 638, Known As 615 Cr Y, City Of Plainview, Hale County, Texas;
Cumulativeness Clause; Conflicts Clause; Severability Clause; And Effective Date.
Since this was the second of two readings, the Council chose to forego staff briefing
and asked for public comment. There was no public comment. Councilmember Garcia
moved to adopt Ordinance No. 14-3612 on second reading. The motion was duly
seconded by Mayor Pro Tem King and carried by unanimous vote.
Mayor Dunlap presented for consideration on second reading, Ordinance No. 14-3613,
an Ordinance Amending The Zoning Map Of The City Of Plainview By Issuance Of A
Specific Use Permit To Operate A Portable Building Sales Business In The Commercial
General Business ("C-3") Zoning District, Said Parcels Being 609 Cr Y And 615 Cr Y, City
Of Plainview, Hale County, Texas; Cumulativeness Clause; Conflicts Clause; Severability
Clause; And Effective Date. Since this was the second of two readings, the Council
chose to forego staff briefing and asked for public comment. There was no public
comment. Councilmember Starnes moved to adopt Ordinance No. 14-3613 on second
reading. The motion was duly seconded by Councilmember Juarez and carried by
unanimous vote.
Councilmember Starnes moved to go into closed meeting to deliberate the appointment,
employment, evaluation, reassignment, duties, discipline or dismissal of a public officer

348 or employee, or to hear a complaint or charge against an officer or employee. [Tex.
Gov't. Code, Section 551.074]. Nomination/Appointment to the following boards and
commissions: Canadian River Municipal Water Authority. The motion was duly
seconded by Councilmember Garcia and carried by unanimous vote.
Mayor Dunlap recessed the meeting at 7:30 p.m.
Mayor Dunlap called the meeting back in open session at 7:43 p.m.
Councilmember Starnes moved to reappoint Glenn Bickel to the Canadian River Municipal
Water Authority Board of Directors from August 1, 2014 through July 31, 2016. The
motion was duly seconded by Councilmember Garcia and carried by unanimous vote.
There being no further business, Mayor Dunlap adjourned the meeting at 7:45 p.m.
