A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW,
TEXAS, APPROVING THE REQUESTS OF THE PLAINVIEW HERALD
AND THE PLAINVIEW CHAMBER OF COMMERCE TO HOST COWBOY
DAYS EVENTS; AUTHORIZING THE FILING OF THE AGREEMENT
FOR THE TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY WITH
THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THE
COWBOY DAYS ANNUAL PARADE, THE "HALE ON WHEELS"
BICYCLE RIDE, AND THE "HALE ON FEET" RUNS; DECLARING THAT
THE EVENTS SERVE A PUBLIC PURPOSE; AND AGREEING TO
COMPLY WITH REGULATIONS.
WHEREAS, the City of Plainview has received a request from the Plainview
Herald on August 4, 2014 for the Cowboy Days Parade to be held on Saturday,
September 20, 2014; and
WHEREAS, the City of Plainview has also received a request from the Plainview
Chamber of Commerce on August 1, 2014 for the "Hale on Wheels" Bicycle Ride to be
held in conjunction with this year's Cowboy Days; and
WHEREAS, the City of Plainview also received a request from the Plainview
Chamber of Commerce on August 1, 2014 for the "Hale on Feet" 10K and 5K runs to
be held in conjunction with the Cowboy Days activities; and
WHEREAS, the Texas Department of Transportation owns and operates U. S.
Highway 70, Business Loop 1-27 (Columbia St.), Spur 445, and FM 400 in the corporate
limits of the City of Plainview; and
WHEREAS, the Bike Ride will start at 8:30 a.m. at the 011ie Liner Center and will
follow a route on the following State owned and operated streets: Beginning the race at
Spur 445, traveling east to Broadway Street, turning north on S. Broadway, then right off
5. Broadway onto S.E. 4th Street, then traveling eastward to FM 400 where the riders
will go south until they exit the corporate limits of the City of Plainview. The bike riders
will retum to the City on Business 1-27 from the south and exit onto Spur 445 and end
on the south side of the 011ie Liner Center (see attached map); and
WHEREAS, beginning at 8:45 a.m., the "Hale on Feet" 5K and 10K runs will start
at the 011ie Liner Center at S.W. 20th Street (see attached maps). The runners will cross
South Columbia Street, then tum left and take the curve to continue on S. Broadway,
then turn right on W. 2nd Street. At this point the runners split: (i) the 5K runners will tum
right on South Ash Street, then turn right on S.W. 1st Street, tum left and continue on S.
Broadway to take curve to turn right to finish on S.W. 20th at the 011ie Liner Center; (ii)
the 10K runners will turn right into the parking lot of the Running Water Draw Hike and
Bike Trail to start the Draw Run which runs to the Quincy Street Gazebo, then tum
around on same route crossing Joliet Street and continue to Ash Street, turn right on

Ash Street, turn right on S.W. 1st Street, then tum left onto and continue on South
Broadway to take curve to tum right to finish on S.W. 20th at the 011ie Liner Center; and
WHEREAS, the Cowboy Days Parade will begin at 10:30 a.m. on North
Broadway at the Santa Fe Depot, going south and crossing Hwy 70, then concluding at
Broadway Park; and
WHEREAS, the City Council of the City of Plainview finds that such events serve
a public purpose in that the parade celebrates Hale County's heritage; and
WHEREAS, the City Council of the City of Plainview, Texas finds it in the best
interest for the citizens of Plainview that the Annual Cowboy Days Celebration be held
this year on September 20, 2014_and use the above stated routes for each -respective
event ; and
WHEREAS, the Texas Department of Transportation requires the Local
Government to submit a completed Agreement for the Temporary Closure of State
Right of Way for use of U.S. Highway 70, Business Loop 1-27 and Spur 445, S.E. 4th,
and FM 400 in such public events as a parade, bike ride, and foot race; and
WHEREAS, the City Council designates Mayor Wendell Dunlap as the City's
authorized official. The authorized official is given the power to apply for or terminate
such Agreement on behalf of the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Plainview that:
The request from the Plainview Herald to host the Annual Cowboy Days Parade
for September 20, 2014 is hereby approved.
The requests from the Plainview Chamber of Commerce to sponsor the "Hale on
Wheels" Bicycle Race and the "Hale on Feet" 5K and 10K Runs in conjunction with
Cowboy Days is hereby approved for September 20, 2014; and
The public purpose of these events is to celebrate Hale County's heritage.

IV.
Submission of the completed AGREEMENT FOR THE TEMPORARY CLOSURE
OF STATE RIGHT-OF-WAY with the Texas Department of Transportation is hereby
approved.
V.
The Mayor is hereby authorized and directed to execute, respectively, on behalf
of the City of Plainview, all necessary documents, including the AGREEMENT FOR
THE TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY, to complete the parade,
bike ride and foot races preparation process.
