RESOLUTION NO. R14-321
A RESOLUTION OF THE CITY COUNCIL OF PLAINVIEW, TEXAS,
AUTHORIZING THE SUBMISSION OF A TEXAS HOME INVESTMENT
PARTNERSHIPS PROGRAM RECERTIFICATION APPLICATION TO THE
TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS TO
ACCESS HOME FUNDS FOR A HOMEOWNER REHABILITATION
ASSISTANCE PROGRAM THROUGH THE HOME RESERVATION SYSTEM
PROGRAM; AND AUTHORIZING THE MAYOR TO ACT AS THE CITY'S
EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL
MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE HOME
PROGRAM.
WHEREAS, the City Council of Plainview desires to develop a viable urban
community, including decent housing and a suitable living environment and expanding
economic opportunities, principally for persons of low -to -moderate income; and
WHEREAS, this program's pubic purpose consists of providing financial assistance to
specified households that are income qualified for the rehabilitation or reconstruction of
owner occupied substandard homes; and
WHEREAS, the focus of such program is to provide the safe, decent, and sanitary
housing for those substandard housing units by bringing them into compliance with the Texas
Minimum Construction Standards (TMCS) as well as ali applicable local codes and
ordinances; and
WHEREAS, the City of Plainview's City Council finds it necessary and in the best
interest of Plainview citizens to apply for Recertification under the 2012 HOME Reservation
System Program of the Texas Department of Housing and Community Affairs.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Plainview:
A Texas Home Investment Partnerships Program (HOME) recertification application to
become a HOME Reservation System Participant for access to the Homeowner
Rehabilitation Assistance Funds is hereby authorized to be filed on behalf of the City of
Plainview with the Texas Department of Housing and Community Affairs.

The City Council hereby designates Mayor Wendell Dunlap or his successor as the
City's authorized official. Mayor Dunlap or his successor is authorized to execute on behalf
of the City of Plainview all necessary documents to act in all matters in connection with this
application and the City's participation in the HOME Reservation System Program.

The City of Plainview has unencumbered funds in cash reserve to be utilized, if
necessary, during the HOME Reservation System Program agreement term as required in
the Texas HOME Rule at 10 TAC Chapter 23.
IV,
The City of Plainview will provide an eligible match, if applicable, in accordance to the
Texas HOME Rule at 10 TAC Chapter 23.
V.
The public purpose is to submit a recertification application for HOME funding to the
Texas Department of Housing and Community Affairs for rehabilitation/reconstruction of low
to moderate income housing in the City of Plainview, Texas.
