HomeMy WebLinkAbout03 1009 min22,0 The City Council met on October 9, 2003 at the Plainview Convention Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 11:00 a.m. on October 6, 2003. Mayor John C. Anderson presided. Councilmembers present were: Belinda Pena-District 3, John N. Bertsch-District 4, Ross Owen-District 5, Buddy McGehee-District 6 and Irene Favila-District 7. Councilmembers absent were: Kelvin Tipton-District 1 and Mary Jane Shanes-District 2. Staff members present were: Wally Hatch-Interim City Manager/City Attorney, John Castro-Director of Community Services, Dale Simpson-Director of Civil Service.. Gary Glass-Fire Chief, Brice Clements-Assistant Director of Public Works/Engineer, Jack Keller-Budget Manager, John Berry-Director of Public Works, Will Mull-Police Chief, Jason Thompson-Main Street Coordinator and Belinda Hinojosa-City Secretary. Guests Present: Kevin Carter, Jim Ferrell, Rollie Hyde, Chris Gregg, Brian Thomas, Coleman Williams, Charles Bechtold, Mike DeArmond, Paul Reynozo, Jerry Duffee, Bill Guy, Butch Davis, Kevin St. Jacques, Gary Dawson, Mike Craig, David Alexander, Leonard Baker, Dean Estes, Mrs. Dorman W. Baker, Sydney Rogers, Steve Brain, David Patino, Mary Bloys, and Mary Ann Rojas News Media Representative: Richard Orr-Plainview Daily Herald Councilmember Irene Favila delivered the Invocation. The Council granted excused absences to Councilmember Kelvin Tipton and Councilmember Mary Jane Shanes. The Council and staff reviewed the agenda for the City Council meeting of October 14, 2003. Wally Hatch, Interim City Manager/City Attorney presented information on the Hale County Appraisal District Board of Director Nominees. The City is allowed 1.46 votes. The current representative for the City is Councilmember Buddy McGehee. The Council chose to nominate Councilmember McGehee again this year. Brian Thomas, Director of the Convention and Visitors Bureau gave the CVB quarterly report for the 3rd and 4th quarters. He stated there were several projects they were working on. The CYB Committee has set a $500.00 limit with regard to requests for funds. Mr. Thomas also presented the CVB budget for 2003-2004. Councilmember Bertsch reminded Mr. Thomas that the Council had voted to increase the allocations to the Plainview Cultural Arts Council and the Museum of the Llano Estacado to $6,500. Coleman Williams presented the CVB Audit to the Council as of December 31, 2002. Councilmember Owen moved to the accept the CVB budget with the acknowledgment by Chamber that they incorporate into the budget the increase for pass thru monies for the Cultural Arts Council and the Llano Estacado Museum to $6,500. The motion was duly seconded by Mayor Anderson and carried unanimously. City of Plainview Minutes October 9, 2003 Page I of~ Wally Hatch stated they had received a request from Charles Bechtold of the Boy Scouts to lease a portion of the American Legion building to the Scouts. The Scouts have met here for several years. The only out of pocket expense to the City would be the insurance on the building. It was the consensus of the Council to pursue such. Wally Hatch introduced Mike DeArmond with Atmos Energy to speak regarding the ATMOS Energy Rate Case, Mr. DeArmond introduced Paul Reynozo. Mr. Reynozo presented different commercial and residential comparisons as to how they would be affected by the increase. He stated the increase would be a small increase per month. Mr. Hatch advised the Council that the Council would consider at its meeting on the 14th a resolution to suspend the rates and go through a negotiation process along with other cities affected by the proposed increases. Mr. Hatch reminded the Council that such increases would have nothing to do with the cost of gas and that consumers could see increases this winter because of the cost of gas. He also reminded the Council that Councilmember Favila would be abstaining on the vote due to a conflict of interest. Mr. Butch Davis, Kevin St. Jacques and Gary Dawson made a presentation on the proposed hike/bike trail. The trail will be a 10-foot wide trail for over 4 miles. The projected cost for the project is $1,680,480 with $1,344,384 coming from federal funds and $336,096 coming from City funds. They advised the Council there were the following alternatives with the projected costs for the 4th Street Corridor from Quincy to Ennis: (1) Along (2) Using (3) Using (4) Along costs (5) Along costs (6) Along 4th Street - $690,000 - Thomas Blvd - $734,000 alley behind Thomas Blvd. - $1,077,000 draw to Amarillo to 4th Street - $638,000, plus right of way draw to alley to GC to along 3rd - $604,000, plus right of way draw to along 3rd Street - $620,000, plus right of way costs. The following is the project schedule: · September 2003 - Complete Route Selection · October 2003 - Complete schematic plans - Complete environmental studies - submit for approval · November 2003 - Begin construction documents · April 2004 - Complete construction documents · May 2004 - Complete right of way acquisition and utility relocation · August 2004 - Advertise for bids · November 2004 - Begin construction 221 City of Plainview Minutes October 9, 2003 Page 2 of 2 222 · November 2005 Complete construction Mayor Anderson asked for public comment. Leonard Baker who resides at 2702 W. 4th expressed concern about the trail running in front of his house. He stated the street was not wide enough. He also stated it would run down the valuation on his property. Dean Estes of 2308 Norma stated he had talked to his insurance agent and he was advised that his homeowner's coverage would cover the first incident, but it would not cover any further incidents if someone were to get hurt. He was advised by Mr. Hatch that the property would be on the City right of way. Mrs. Dorman W. Baker, who resides at 2604 W. 4th Street and owns rental property at 309 Zephyr stated the street was not wide enough for the trail and felt the trail would devaluate her property and that there would be a lot of trash and noise. She stated it was highly unfair to consider this route. Sydney Rogers who resides at 405 Yonkers stated the trail looks fine. He stated the trail should go around the Country Club. He also expressed concern about skateboarders. Steve Brain who resides at 2108 W. 4th stated he had no complaints. David Patino who resides at 2102 W. 4th Street stated he was against the trail going in on 4th Street. He stated people drive through there at high rate of speeds. He suggested the City consider putting in speed bumps to slow down the traffic. Mary Bloys who resides at 2406 Norma stated the trail would run behind her house. Her main concern was with the 18-wheelers who use 4th Street.
