HomeMy WebLinkAbout03 1023 min2,2 6 The City Council met on October 23, 2003 at the Plainview Convention Center, 2902 West 4th Street, Plainview,' Texas. The agenda for this meeting was posted in City Hall at 8:30 a.m. on October 20, 2003. Mayor John C. Anderson presided. Councilmembers present were: Kelvin Tipton-District 1, Mary Jane Shanes-District 2, Belinda Pena-District 3, Ross Owen-District 5, Buddy McGehee-District 6 and Irene Favila-District 7. Councilmembers absent were: John N. Bertsch-District 4. Staff members present were: Wally Hatch-Interim City ManagedCity Attorney and Belinda Hinojosa-City Secretary. Guests present: Jim Blagg of The Mercer Group Councilmember Kelvin Tipton delivered the Invocation. The Council granted an excused absence to Councilmember John N. Bertsch. Mayor Anderson moved the Council go into closed session to deliberate the appointment, employment, evaluation, reassignment or duties, removal, discipline or dismissal of a public officer or employee, board, commission, or committee member, or to hear complaints or charges. [Tex. Gov't. Code Section 551.074]. Interview City Manager Candidates. The motion was duly seconded by Councilmember Owen and carried by unanimous vote. Mayor Anderson recessed the meeting into closed session at 9:08 a.m. The Council reconvened in open session at 11:30 a.m. and moved to recess the meeting. Mayor Anderson reconvened the open meeting at 11:53 a.m. The agenda for this meeting was posted in City Hall at 11:00 a.m. on October 20, 2003. Mayor John C. Anderson presided. Staff members present were: Wally Hatch-Interim City ManagedCity Attorney, John Castro-Director of Community Services, Dale Simpson-Director of Civil Service, Gary Glass-Fire Chief, Brice Clements-Assistant Director of Public Works/Engineer, Will Mull- Police Chief, John Berry-Director of Public Works, Lonnie Burton-Police Captain and Belinda Hinojosa-City Secretary. Guests Present: Jim Blagg and David Terry News Media Representative: Richard Orr-Plainview Daily Herald The Council and staff reviewed the agenda for the City Council meeting of October 28, 2003. David Terry, Associate Director of West Texas A&M University Enterprise Network stated they are pursuing a USDA Rural Community Development Initiative grant to leverage the funds that they will bring to the Plainview incubator project. The grant funds would be used to provide partial salaries for incubator site managers, to enhance City of Plainview Minutes October 23, 2003 Page 1 of.t technology for communication to the Amarillo hub, to provide pre-development expenses for satellite facilities and to train community leaders to integrate the incubator into community economic development activities. Mr~ Terry stated they want to be in Plainview. They are asking from the City that the City provide the following: (1) documentation showing that the City is a public entity; and (2) a letter of commitment from the City. Upon questioning from the Council, Mr. Terry stated they have gotten off to a slow start and apologized for the Plainview project being on hold. He stated they had been working on getting the Amarillo project off the ground. Mr. Terry also advised the Council that by agreeing to this the Council would not be obligated to pay any additional dollars. Councilmember Shanes moved that the City provide documentation that the City is a public entitY and provide a letter in support of the project. The motion was duly seconded by Councilmember McGehee and carried by unanimous vote. Mayor Anderson recessed the open meeting at 12:32 p.m. The Council reconvened in open session at 1:02 p.m. Mayor John C. Anderson presided. Councilmembers present were: Kelvin Tipton- District 1, Mary Jane Shanes-District 2, Belinda Pena-District 3, Ross Owen-District 5, BUddy McGehee-District 6 and Irene Favila-District 7. Guests present: Jim Blagg of The Mercer Group Mayor Anderson recessed the meeting back into closed session at 1:02 p.m. The Council reconvened in open session at 4:28 p.m. Mayor Anderson moved to take no action at this time regarding the interviewing of the City Manager candidates. The motion Was duly seconded by Councilmember Tipton and carried by unanimous vote.
