Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting
was posted in City Hall at 3:30 p.m. on October 10, 2014. Mayor Wendell Dunlap
presided. Councilmembers present were: Charles Starnes -District 1, Larry Williams -
District 2, Norma Juarez -District 3, Teressa King -District 4, and Susan Blackerby-
District 5. Councilmembers Lionel Garcia -District 6 and Eric Hastey-District 7 were
absent.
Staff members present were: Jeffrey Snyder -City Manager, Leslie Spear -City Attorney,
Mike Gilliland -Director of Public Works, Sarianne Beversdorf-Director of Finance, Ken
Coughlin -Police Chief, Rusty Powers -Fire Chief, lsauro Gutierrez -Information
Technology Specialist, Andrew Freeman -Assistant City Manager, and Belinda Hinojosa-
City Secretary.

Mayor Dunlap delivered the invocation and led in the pledge of allegiance.
Mayor Dunlap recognized Dr. Peter Bowen and Troop 253.
Mayor Dunlap presented a Proclamation to Dr. Charles Starnes and Andrew Freeman
representing the Rotary Club declaring October 24, 2014 as World Polio Day.
Councilmember Starnes moved to approve the consent calendar. The motion was duly
seconded by Councilmember Blackerby and carried by unanimous vote. Items
approved on the consent calendar included the granting of excused absences to
Councilmembers Lionel Garcia and Eric Hastey; approval of the minutes of September
18 and 23, 2014; authorize Mayor to sign Texas Department of Transportation Grant for
Routine Airport Maintenance Program, TxDOT CSJ No. M1505PLNV; and authorize
City Manager to sign Alley Paving Agreement Between St. Paul Lutheran Church and
the City of Plainview.
Mr. Mike Gilliland, Director of Public Works presented for consideration to authorize
Mayor to sign Wastewater Treatment Plant Clarifier Replacement Contract. In August,
we awarded bid to Allen Doggett Construction Company to replace clarifiers at the
Wastewater Treatment Plant. The contract has been reviewed and the contractor has
executed his part of the Contract and has insurance and bonds. Staff recommends
approval.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Williams moved to authorize Mayor to sign Wastewater Treatment
Plant Clarifier Replacement Contract. The motion was duly seconded by
Councilmember Juarez.
Councilmember Starnes asked what was estimated time of completion on this contract.
Mr. Gilliland advised it was six to eight weeks to order equipment and probably six

months for completion.
Mayor Dunlap asked for a vote on the matter. The motion carried by unanimous vote.
Mr. Jeffrey Snyder, City Manager presented for consideration Ordinance No. 14-3617,
an Ordinance of the City of Plainview, Texas, Approving a Settlement Agreement
Between the Alliance of Xcel Municipalities ("AXM") And Southwestern Public Service
Company ("SPS" or "Company") Regarding the Company's Statement of Intent to
Change Electric Rates in all Cities Exercising Original Jurisdiction; Declaring Existing
Rates to be Unreasonable; Adopting Tariffs That Reflect Rate Adjustments Consistent
with the Settlement Agreement and Finding the Rates to be Set by the Attached Tariffs
to be Just and Reasonable; Finding the City's Rate Case Expenses Reasonable;
Directing SPS to Reimburse the City its Reasonable Rate Case Expenses; Determining
that this Ordinance was Passed in Accordance with the Requirements of the Texas
Open Meeting Act; Declaring an Effective Date; Repealing any Prior Resolutions
Inconsistent with this Ordinance and Requiring Delivery of this Ordinance to the
Company and Legal Counsel.
On or about January 7, 2014, SPS filed an application to increase base rates by $81.5
million which is a 17.36% increase in revenue. The City took action to suspend this.
After extensive review, they have revised the settlement agreement for an increase in
base revenue to about 8% as compared to 17.6%.
The residential customer base rate remains unchanged at $7.60. Staff recommends
approval on first reading.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Blackerby moved to adopt Ordinance No. 14-3617 on first reading. The
motion was duly seconded by Mayor Pro Tem King.
Councilmember Starnes asked for clarification on the $7.60 customer charge. Mr.
Snyder stated the base charge would stay the same, but there would be an increase
charge on consumption charge, 7 1/2 cents in the summer and 6 1/2 cents in the winter
per kwh. This would be effective June 1, 2014.
Mayor Dunlap asked for a vote on the matter. The motion carried by unanimous vote.
There being no further business, Mayor Dunlap adjourned the meeting at 7:19 p.m.
