HomeMy WebLinkAbout14 0904 Council minutesThe City Council met on September 4, 2014, 2014 at 11:40 a.m., at the Plainview
Convention Center, 2902 W. 4th Street, Plainview, Texas. The agenda for this meeting
was posted in City Hall at 3:45 p.m. on August 29, 2014. Mayor Wendell Dunlap
presided. Councilmembers present were: Charles Starnes -District 1, Larry Williams -
District 2, Norma Juarez -District 3, Susan Blackerby-District 5, Lionel Garcia -District 6
and Eric Hastey-District 7. Mayor Pro Tem Teressa King was absent.
Staff members present were: Jeffrey Snyder -City Manager, Andrew Freeman -
Assistant City Manager, Rusty Powers -Fire Chief, Ken Coughlin -Police Chief, Mike
Gilliland -Director of Public Works, Leslie Spear -City Attorney, and Belinda Hinojosa-City
Secretary.

Councilmember Charles Starnes led in the Invocation.
The Council granted an excused absence to Mayor Pro Tem Teressa King.
Ken Coughlin, Police Chief presented for consideration Resolution R14-322, a
Resolution of the City Council of the City of Plainview, Texas, Approving the Requests
of the Plainview Herald and the Plainview Chamber of Commerce to Host Cowboy Days
Events; Authorizing the Filing of the Agreement for the Temporary Closure of State
Right -Of -Way with the Texas Department of Transportation for the Cowboy Days
Annual Parade, the "Hale on Wheels" Bicycle Ride, and the "Hale on Feet" Runs;
Declaring that the Events Serve a Public Purpose; and Agreeing to Comply with
Regulations. He reviewed the parade route with the Council.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Garcia moved to adopt Resolution 14-322. The motion was duly
seconded by Councilmember Starnes and carried by unanimous vote.
Jeffrey Snyder, City Manager presented for consideration the Combination Plat
Stonebridge, Tract "A" an Addition to the City of Plainview, Hale County, Texas. State
Street Housing Development, L.P. has requested the City to consider a Combination
Plat for a 5.79 acre tract of land known as Stonebridge Tract "A" located at 4100 16th
Street to construct a new multifamily housing complex. The City Council recently
approved the annexation request for this property. On August 7th, the Planning and
Zoning Commission reviewed the Combination Plat and did recommend approval to the
City Council. This plat includes a 75' right of way dedication on the north side of the
property for the extension of 17th Street, a Utility Easement for a Water Line Extension
that will be looped around the property, and a Drainage Easement. This plat does meet
the requirements of the City's Subdivision Ordinance.
Councilmember Starnes moved to approve the Combination Plat Stonebridge, Tract "A"
an Addition to the City of Plainview, Hale County, Texas. The motion was duly
seconded by Councilmember Juarez and carried by unanimous vote.

358 Chief Coughlin presented for consideration the Interlocal Cooperation Contract between
Texas State University and City of Plainview. This is a small grant with Texas State
University. The contract is for a one year period and we make 36 attempts to purchase
cigarettes by underage individuals. Rarely do we find any activity. The City is
reimbursed $75.00 per attempt for a total of $2,700 per year. Providing tobacco to a
minor is a Class C misdemeanor with up to $500 fine.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Starnes moved to approve Interlocal Cooperation Contract between
Texas State University and the City of Plainview. The motion was duly seconded by
Councilmember Williams and carried by unanimous vote.
Councilmember Lionel Garcia moved to remove from the table the item that we tabled
on August 26, 2014 that had to do with the Chamber of Commerce and the Main Street
Coordinator. Discussion was had and since this was not on the agenda no action was
taken.
There being no further business, Mayor Dunlap adjourned the meeting at 12:03 p.m.
