West 4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall
at 11:00 a.m. on November 3, 2003. Mayor John C. Anderson presided.
Councilmembers present were: Kelvin Tipton-District 1, Belinda Pena-District 3, John
N. Bertsch-District 4, Ross Owen-District 5, Buddy McGehee-Distdct 6 and Irene Favila-
District 7. Councilmembers absent were: Mary Jane Shanes-Distdct 2.
Staff members present were: Wally Hatch-Interim City Manager/City Attorney, John
Castro-Director of Community Services, Dale Simpson-Director of Civil Service, Gary
Glass-Fire Chief, Brice Clements-Assistant Director of' Public Works/Engineer, Jack
Keller-Budget Manager, John Berry-Director of Public Works, Will Mull-Police Chief,
Lonnie Burton-Police Captain and Belinda Hinojosa-City Secretary.
Guests Present: Steve DeWoody
News Media Representative: Richard Orr-Plainview Daily Herald
Councilmember John N. Bertsch delivered the Invocation.
The Council granted an excused absence to Councilmember Mary Jane Shanes
The Council and staff reviewed the agenda for the City Council meeting of November
11, 2003.
Steve DeWoody from the Department of Health made a report on Bio-Terrorism.
Jack Keller, Budget Manager presented the Quarterly Investment Report for the
period from July 1, 2003 and ending September 30, 2003. The beginning book value is
$16,992,711 and the ending book value is $15,814,021. The interest earned for this
period is $134,242.
Mayor Anderson moved the Council go into closed session to deliberate the
appointment, employment, evaluation, reassignment or duties, removal, discipline or
dismissal of a public officer or employee, board, commission, or committee member, or
to hear complaints or charges. [Tex. Gov't. Code Section 551.074]. City Manager. The
motion was duly seconded by Councilmember McGehee and carried by unanimous
vote.
Mayor Anderson recessed the meeting into closed session at 12:48 p.m.
The Council reconvened in open session at 1:32 p.m.
Councilmember Bertsch moved for Wally Hatch, City Attorney to prepare the City
Manager Contract as per discussion in closed session. The motion was duly seconded
by Councilmember Owen and carried by unanimous vote.
There being no further business, Mayor Anderson adjourned the meeting at 1:35 p.m.
