The Plainview City Council met on December 4, 2003 at 11:30 a.m. at the Plainview
Convention Center, 2902 West 4th Street.. The agenda, for this meeting was posted in
City Hall at 11:00 a.m. on December 1, 2003. Mayor John C. Anderson presided.
Councilmembers present were: Kelvin Tipton-District 1, Belinda Pena-District 3, John
N. Bertsch-Distdct 4, Ross Owen-District 5, and Buddy McGehee, District 6.
Councilmembers absent were: Mary Jane Shanes-District 2 and Irene Favila-District 7.
Staff members present were: Wally Hatch-Interim City Manager/City Attorney, John
Castro-Director of Community Services, John Berry-Director of Public Works, Dale
Simpson-Director of Civil Service, Will Mull-Police Chief, Brice Clements-Assistant
Director/Engineer, Jack Keller-Budget Manager and Christina Mclntee-Deputy City
Secretary.
Media present were: Richard Orr-Plainview Daily Herald, Christine Smith-Lubbock
Avalanche Journal
Guests present were: Captain Lozano.
John Castro delivered the invocation.
The Council granted an excused absence to Councilmember Mary Jane Shanes and
Councilmember Irene Favila.
The Council and staff reviewed the agenda for the City Council meeting of December 9,
2003.
The Council considered Ordinance No. 03-3408 an ordinance of the City of Plainview,
Texas amending Chapter 25, Utilities of the Plainview Code of Ordinances to provide for
the regulation of water contributed to the wastewater disposal system to prevent the
introduction of inadequately treated wastewater into the system. There being no public
comment Councilmember McGehee moved to adopt Ordinance No. 03-3408 and
Councilmember Owen seconded the motion. Mayor Anderson, Councilmembers
Tipton, Pena, Owen, and McGehee voted "for" the motion with no votes against the
motion. Motion carried. Councilmember Bertsch had left the meeting earlier and was
not present for this vote.
There being no further business, Mayor Anderson adjourned the meeting at 12:45 p.m.
