Convention Center, 2902 W. 4th Street, Plainview, Texas. The agenda for this meeting
was posted in City Hall at 12:03 p.m. on October 20, 2014. Mayor Pro Tem Teressa
King presided. Councilmembers present were: Larry Williams -District 2, Norma Juarez -
District 3, Susan Blackerby-District 5, and Lionel Garcia -District 6. Mayor Wendell
Dunlap, Councilmembers Charles Starnes -District 1 and Councilmember Eric Hastey-
District 7 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Mike Gilliland -Director of
Public Works, Sarianne Beversdorf-Director of Finance, Ken Coughlin -Police Chief,
Rusty Powers -Fire Chief, Daren Miner -Fire Lieutenant; lsauro Gutierrez -Information
Technology Specialist, Andrew Freeman -Assistant City Manager, Tammy Adams -
Accounting Coordinator and Belinda Hinojosa-City Secretary.
News Media Present: Homer Marquez -Plainview Herald and Caleb Hatch -
Plainview Radio
Guests Present: Phyllis Wall, Mike Fox, Danny Glenn and Greg Houlette
Ken Coughlin led in the Invocation.
The Council granted an excused absence to Mayor Wendell Dunlap and
Councilmembers Charles Starnes and Eric Hastey.
Mike Fox, Executive Director of the Plainview/Hale County Economic Development
Corporation presented the Plainview/Hale County EDC Quarterly Report. He
introduced Danny Glenn, incoming president of the EDC.
Mayor Pro Tem King asked for public comment. There was no public comment.
Councilmember Blackerby moved to accept the Plainview Hale County EDC Quarterly
Report. The motion was duly seconded by Councilmember Juarez and carried by
unanimous vote.
Sarianne Beversdorf, Director of Finance presented the Quarterly Investment Report for
the period from July 1, 2014 through September 30, 2014. The beginning book value
was $21,080,883 in demand deposits. The ending book value was $20,756,341.
Interest earned this period was $5,706.
In portfolio summary — operating funds the beginning book value was $20,659,054. The
ending book value was $20,674,688. The interest earned during this period was
$14,962. She introduced Greg Houlette with the City's depository bank. He stated that
we have $40 million in pledge. The City will be putting $30 million in Promontory
program. Funds would be split up in the amount of $245,000 into bank, but would never
leave bank. These funds would be FDIC insured. We would earn 0.25% on checking
accounts also.
Mayor Pro Tem King asked for public comment. There was no public comment.
Councilmember Blackerby moved to accept the Quarterly Investment Report for the
period from July 1, 2014 through September 30, 2014. The motion was duly seconded
by Councilmember Williams and carried by unanimous vote.

372 The Council and staff reviewed the agenda for the City Council meeting of October 28,
2014.
There being no further business, Mayor Pro Tem King adjourned the meeting at 1:36
p.m.
