Center, 2902 W. 4th Street, Plainview, Texas. The agenda for this meeting was posted
in City Hall at 10:35 a.m. on November 3, 2014. Mayor Wendell Dunlap presided.
Councilmembers present were: Charles Starnes -District 1, Norma Juarez -District 3,
Lionel Garcia -District 6 and Eric Hastey-District 7. Councilmember Larry Williams -
District 2, Mayor Pro Tem Teressa King -District 4 and Councilmember Susan
Blackerby-District 5 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Leslie Spear -City Attorney,
Mike Gilliland -Director of Public Works, Ken Coughlin -Police Chief, Rusty Powers -Fire
Chief, lsauro Gutierrez -Information Technology Specialist, Andrew Freeman -Assistant
City Manager, Rusty Reese -Parks Superintendent, Ricky Summers -Parks Foreman,
and Belinda Hinojosa-City Secretary.

Councilmember Norma Juarez led in the Invocation.
The Council granted an excused absence to Councilmember Larry Williams, Mayor Pro
Tem Teressa King and Councilmember Susan Blackerby.
Jeffrey Snyder, City Manager announced that the Business after Hours would be held
today at the Edgemere Clinic from 5:00 p.m. to 6:30 p.m.
Mike Gilliland, Director of Public Works presented information update on wastewater
line failure. The City of Plainview wastewater collection system has had a failure in a
section of pipe in an alley between SE 8th and SE 9th East of Broadway. While working
to return the pipe to full service our crews have found this pipe has degraded and
collapsed in at least three locations. This is a narrow 10' alley that will require about 500
feet of pipe to be replaced.
We have been in contact with contractors since this discovery, three contractors have
turned down the project. One contractor Guardian Utilities LLC has provided a proposal
to replace 500 feet of public sewer system and all associated service lines complete for
$46,393.
Monies are included in budget for emergency repairs.
Councilmember Starnes asked if we needed to evaluate other area for replacement.
Mr. Gilliland stated that probably need to start addressing and budget money for this.
Mr. Snyder added this was referred to in the Comprehensive Plan to set aside monies
for future.
Councilmember Hastey asked how old were the pipeline. Mr. Gilliland advised that they
were around 60 years old.
Councilmember Hastey asked if the residents would be displaced. He was advised that
garbage collection was probably biggest concern. The project is estimated to take
about two weeks.

The Council and staff reviewed the agenda for the City Council meeting of November
11, 2014.
There being no further business, Mayor Dunlap adjourned the meeting at 12:36 p.m.
