Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting
was posted in City Hall at 1:45 p,m. on December 29, 2003, Mayor John C. Anderson
presided. Councilmembers present were: Kelvin Tipton-District 1, Belinda Pena-District
3, John N. Bertsch-District 4, Ross Owen-District 5, Buddy McGehee-District 6 and
Irene Favila-District 7. Councilmember Mary Jane Shanes was absent
Staff members present were: Greg Ingham-City Manager, Wally Hatch-City Attorney,
John Castro-Director of Community Services, John Berry-Director of Public Works, Dale
Simpson-Director of Civil Service, Gary Glass-Fire Chief, Will Mull-Police Chief, Cindy
Williams-Superintendent Water Reclamation, Del Essary-Superintendent Solid Waste,
Shane HarrelI-Personnel Specialist, Pat Hernandez-Municipal Court Judge, Carolyn
Larsen-Coordinator Fair Theatre, Linda Milner-RSVP, JOhn Sigwald-Librarian, Phyllis
Wall-Literacy Coordinator, Brice Clements-Engineer/Assistant Director of Public Works
and Belinda Hinojosa-City Secretary.
Guests present were: Dr. Paul Armes, Kemp Hinch, Grady Tunnell, Judge Bill
Hollars, Neal Burnett, Dr. Ron Miller, Paul Reynozo, Glen Dwyer, Rocky Favila, Kevin

CoUncilmember Favila delivered the invOcation.
Councilmember McGehee led in the Pledge of Allegiance.
Mayor John C. Anderson administered the Oath of Office to Greg Ingham as City
Manager for the City of Plainview.
There being no further business, Mayor Anderson adjourned the meeting at 9:09 a.m.
