HomeMy WebLinkAbout08.25.2003 BA Minutes BOARD OF ADJ[JST~IENTS MINUTES BOARD MEMBERS PRESENT: Ray Jameson, Max Browning, Kenny Brown, Bobby Brunson, Fred Willis, Richard Herrera STAFF MEMBERS PRESENT: John Castro - Director of Community Development, Katy Seals Community Development Secretary - OTHER GUESTS PRESENT: Deen Estes, Ricky Reese, Nancy Fowler, Gerald Bedwell, Albert Torres, Carol Torres, Jesus Rivera, Peter Arteaga, Randy Noel, Alvin Eld red First item on the agenda: Approval of July 2003 minutes. Max Browning made motion to approve minutes as read. Bobby Brunson seconded. Motion carried 5-0. (Richard Herrera arrived after this vote.) Second item on the agenda: BA Case # 1452 - The request of Gerald Bedwell for a variance of thirty (30) feet of the required thirty (30) foot front setback and a variance of eight (8) feet of the required eight (8) foot side setback as stated in Section 34 of the City of Plainview Zoning Ordinance to construct a 23'X24' carport in a Single Family Residential (R-l) Zoning District, and being Block 9, Lot E62'-4, Edgemere Addition, Plainview, Hale County, Texas the same being 2806 W. 20th Street. Gerald Bedwell is present to answer questions from the Board. John Castro showed the Board pictures of the property and a site plan of the proposed carport. He also showed a map of the neighborhood that detailed the area property owners who were notified of the variance request. He said there were six (6) responses received from those notified and they were all in favor of the variance request. Ray Jameson asked if the carport would be prefabricated and Gerald Bedwell said it would be. Gerald Bedwell said the carport would slope toward the street. Max Browning made motion to approve the variance request based on this being the most log cai placement for the carport and the positive response from the neighborhood. Fred Willis seconded. Motion carried 6-0. Third item on the agenda: BA Case # .1453 - The request of Alvin Eldred for a vanance of five (5) feet of the required thirty (30) foot front setback and variance of five (5) feet of the required eight (,8,L),,foot side setback as stated in Section 34 of the City of Plainview Zoning Ordinance to construct an shaped 33'X24' carport in a Single Family Residential (R-l) Zoning District, and being Block 2, Lot 17, Day Addition, Plainview, Hale County, Texas the same being 1512 Dallas Street. Alvin Eldred is present to answer questions from the Board. John Castro showed the Board pictures of the property and a site plan of the proposed carport. He also showed a map of the neighborhood that detailed the area property owners who were notified of the variance request. He said there were four (4) responses received from those notified and they were all in favor of the variance request. Ray Jameson asked what materials would be used to construct the carport and Mr. EIdred said it would be custom built from metal. Richard Herrera made motion to approve the variance based on positive response from the neighborhood and this being the best logical placement for the carport. Kenny Brown seconded. Motion carried 6-0. Fourth item on the agenda: BA Case # 1454 - The request of Jesus Rivera for a variance of ten (10) feet of the required ten (10) foot side setback as stated in Section 34 of the City of Plainview Zoning Ordinance to construct a 16'X20' carport in a Single Family Residential (R-2) Zoning District, and being Block 46, Lot 8, Highland Addition, Plainview, Hale County, Texas the same being 1301 Milwaukee Street. Jesus Rivera and Peter Arteaga are present to answer questions from the Board. John Castro showed the Board pictures of the property and a site plan of the proposed carport. He also showed a map of the neighborhood that detailed the area property owners who were notified of the variance request. He said there were seven (7) responses received from those notified and they were all in favor of the variance request. John Castro pointed out the proposed carport would cause no traffic vision blockage. Ray Jameson asked what materials would be used in the construction of the carport and Peter Arteaga said it would be made of metal materials. Fred Willis made motion to approve the variance based on this being the only logical placement for the carport and the positive responses from the neighbors, as well as the proposed carport would cause no vision blockage to traffic. Richard Herrera seconded. Motion carried 6-0. Fifth item on the agenda: BA Case # 1455 - The request of Nancy Fowler for a variance of sixteen (16) feet of the required thirty (30) foot front setback and a variance of two (2) feet of the required ten (10) foot side setback as stated in Section 34 of the City of Plainview Zoning Ordinance to construct a 12'X24' carport in a Single Family Residential (R-l) Zoning District, and being Block 4, Lot 20, Country Club Addition, Plainview, Hale County, Texas the same being 316 Aileen Street. Nancy Fowler and Ricky Reese are present to answer questions from the Board. John Castro showed the Board pictures of the property and a site plan of the proposed carport. He also showed a map of the neighborhood that detailed the area property owners who were notified of the variance request. He said there was one (1) response received from those notified in favor of the variance request. Bobby Brunson made motion to approve the variance based on this being the only logical placement for the carport and the positive neighborhood response. Richard Herrera seconded. Motion carried 6-0. Sixth item on the agenda: BA Case # 1456 - The request of Billy BIoys for a variance of seventeen (17) feet nine (9) inches of the required thirty (30) foot front setback as stated in Section 34 of the City of Plainview Zoning Ordinance to construct a 25'X25' carport in a Single Family Residential (R-l) Zoning District, and being Block 1, Lot 17, Country Club Addition, Plainview, Hale County, Texas the same being 2406 Norma Street. Billy Bloys and Ricky Reese are present to answer questions from the Board. John Castro showed the Board pictures of the property and a site plan of the proposed carport. Seventh item on the agenda: BA Case # 1457 - The request of Pedro and Eisa Dominguez for a variance of five (5) feet of the required five (5) foot side setback as stated in Section 34 of the City of Plainview Zoning Ordinance to construct a 14'X26' carport in a Single Family Residential (R-2) Zoning District, and being Block 11, Lot 12, College Hill Addition, Plainview, Hale County, Texas the same being 806 Nassau Street.
