Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting
was posted in City Hall at 4:55 p.m. on February 20, 2015. Mayor Wendell Dunlap
presided. Councilmembers present were: Charles Starnes -District 1, Larry Williams -
District 2, Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5,
and Lionel Garcia -District 6. Councilmember Eric Hastey-District 7 was absent.
Staff members present were: Jeffrey Snyder -City Manager, Leslie Spear Schmidt -City
Attorney, Andrew Freeman -Assistant City Manager, Mike Gilliland -Director of Public
Works, Sarianne Beversdorf-Director of Finance, Ken Coughlin -Police Chief, Rusty
Powers -Fire Chief, lsauro Gutierrez -Information Technology Specialist, Dennis Harkins -
Police Captain, Kelly Carpenter -Community Development Manager and Belinda
Hinojosa-City Secretary.
News Media Present: Homer Marquez -Plainview Herald
Guests Present: Kristi Laverty, Leonard Nail, Jonathan Eigner, Kyle Jackson,
Beverly McCaskill, Debbie McPherson and Mike Fox.
Mayor Dunlap delivered the invocation and led in the pledge of allegiance.
Mayor Pro Tem King moved to approve the consent calendar. The motion was duly
seconded by Councilmember Juarez and carried by unanimous vote. Items approved
on the consent calendar included the approval of the minutes of February 5, 2015 and
February 10, 2015; approval of the Financial Reports; Authorize Mayor to sign Lease
Agreement Broadway Park City of Plainview — YMCA Baseball Program; and Authorize
Mayor to sign Softball Field Lease Agreement between the YMCA and the City of
Plainview.
Ken Coughlin, Police Chief presented the Racial Profiling Report for 2014. He stated
once again there were no complaints.
Kristi Laverty with Parkhill, Smith and Cooper presented the 1-27 Infrastructure Study.
Councilmember Starnes moved to go into closed session to deliberate the purchase,
exchange, lease or value of real property, the public discussion of which would not be in
the best interest of the City's bargaining position with third parties, in accordance with
Tex. Gov't Code, Section 551.072. The motion was duly seconded by Councilmember
Blackerby and carried by unanimous vote.
Mayor Dunlap recessed the meeting at 8:05 p.m.
Mayor Dunlap called the meeting back in open session at 8:35 p.m.
Mayor Dunlap announced that no action would be taken.

There being no further business, Mayor Dunlap adjourned the meeting at 8:35 p.m.
