The Plainview City Council met on February 10, 2015 at 7:00 p.m. in the City Council
Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting
was posted in City Hall at 4:15 p.m. on February 6, 2015. Mayor Wendell Dunlap
presided. Councilmembers present were: Larry Williams -District 2, Norma Juarez -
District 3, Teressa King -District 4, Susan Blackerby-District 5, and Eric Hastey-District 7.
Councilmember Charles Starnes -District 1 and Lionel Garcia -District 6 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Leslie Spear Schmidt -City
Attorney, Andrew Freeman -Assistant City Manager, Mike Gilliland -Director of Public
Works, Sarianne Beversdorf-Director of Finance, Ken Coughlin -Police Chief, Rusty
Powers -Fire Chief, lsauro Gutierrez -Information Technology Specialist and Belinda
Hinojosa-City Secretary.

Guests Present: Beverly McCaskill, Emma Rodriguez, Nita C. Tovanche, Susan
Magallanes, Brandon Brownlee, Mario S. Landeros, and Debbie McPherson
Councilmember Eric Hastey delivered the invocation and led in the pledge of allegiance.
Councilmember Williams moved to approve the consent calendar. The motion was duly
seconded by Councilmember Juarez and carried by unanimous vote. Items approved
on the consent calendar included the granting of an excused absence to
Councilmember Charles Starnes and Lionel Garcia; the approval of the minutes of
January 22, 2015 and January 27, 2015; authorize Mayor to sign Lease Agreement
between YMCA and City of Plainview for 161h Street Swimming Pool; authorize Mayor to
sign Agreement for S.A.F.E. Program between YMCA and City of Plainview; and
approval of Resolution R15-332, a Resolution of the City Council of the City of
Plainview, Texas Appointing Grace Derrick As Deputy City Secretary.
Brandon Brownlee, Chairman of the Plainview Housing Authority presented their Annual
Report.
Mayor Pro Tem King asked if any of the Cargill families had come back. Ms. Emma
Rodriguez stated yes they have had several come back. Ms. King also asked if the units
were smaller at Date Street Housing. She was advised they were larger. She also
thanked her for all the minutes.
Mayor Dunlap stated this was one of the best run operations anywhere.
Councilmember Hastey expressed discontent with the units north of the Date Street
Housing. Mr. Brownlee stated they did not belong to them and that they were struck off
to the City of Plainview in a tax sale.
Mayor Dunlap thanked them for a good job.
Councilmember Blackerby moved to go into closed session to deliberate the purchase,
exchange, lease or value of real property, the public discussion of which would not be in
City Council Minutes

the best interest of the City's bargaining position with third parties, in accordance with
Tex. Gov't Code, Section 551.072. The motion was duly seconded by Mayor Pro Tem
King and carried by unanimous vote.
Mayor Dunlap recessed the meeting at 7:32 p.m.
Mayor Dunlap called the meeting back in open session at 7:50 p.m.
Mayor Dunlap announced that no action would be taken.
There being no further business, Mayor Dunlap adjourned the meeting at 7:50 p.m.
