The Plainview City Council met on February 19, 2004 at 11:40 a.m. at the P. lainview
Convention Center, 2902 West 4th Street. The agenda for this meeting was posted in
City Hall at 11:30 a.m. on February 13, 2004. Mayor John C. Anderson presided.
Councilmembers present were: Kelvin Tipton-District 1, Mary Jane Shanes-District 2,
Belinda Pena-District 3, Ross Owen-District 5, and Buddy McGehee-District 6.
Councilmembers absent were: John Bertsch-District 4 and Irene Favila-District 7.
Staff members present were: Greg Ingham-City Manager, John Castro-Director of
Community Services, John Berry-Director of Public Works, Dale Simpson-Director of
Civil Service, Will Mull-Police Chief, Brice Clements-Assistant Director/Engineer, Jack
Keller-Budget Manager, Del Essary-Solid Waste Superintendent; Gary Glass-Fire Chief,
Rusty Reese-Parks Superintendent, Dennis Harkins-Captain Police Services and
Christina Mclntee-Deputy City Secretary.
Media present were: Richard Orr-Plainview Daily Herald
Councilmember Pena delivered the invocation.
The Council granted an excused absence to Councilmember John Bertsch and
Councilmember Irene Favila.
The Council and staff reviewed the agenda for the City Council meeting of February 24,
2004.
Mayor Anderson left the meeting at 12:03 p.m. Mayor Pro Tem Mary Jane Shanes
presided over the remainder of the meeting.
Jack Keller, Budget Manager, presented the first quarter investment report for the fiscal
year 2003-2004. He stated the beginning book value was $15,814,021. The interest
earned this period was $136,150 to bring the ending book value to $17,118,977.
There being no further business, Mayor Pro Tem Shanes adjourned the meeting at
12:26 p.m.
