HomeMy WebLinkAbout04 0309 minThe Plainview City Council met on March 9, 2004 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 1:45 p.m. on March 3, 2004. Mayor John C. Anderson presided. Councilmembers present were: Kelvin Tipton-District 1, Mary Jane Shanes- District 2, Belinda Pena-District 3, John N. Bertsch-District 4, Ross Owen-District 5, Buddy McGehee-District 6 and Irene Favila-District 7. Staff members present were: Greg Ingham-City Manager, Wally Hatch-City Attorney, John Castro-Director of Community Services, John Berry-Director of Public Works, Dale Simpson-Director of Civil Service, Will Mull-Police Chief, Gary Glass-Fire Chief and Belinda Hinojosa-City Secretary. Guests present were: Malcolm Tisdel, Kristi Mull and Drury Roberts News Media Representative: Richard Orr-Plainview Daily Herald Councilmember Mary Jane Shanes delivered the invocation. Brownie Troop 616 led in the Pledge of Allegiance. Councilmember Favila moved to adopt the consent calendar. The motion was duly seconded by Councilmember Owen and carried by unanimous vote. Items approved on the Consent Calendar included: approval of minutes of February 24 and March 4, 2004. The Council approved the following board appointments: (a) reappointment of Phyllis Wall to the Parks Advisory Board with said term to expire February 2008; (2) reappointment of Irma Luna to the Parks Advisory Board with said term to expire March 2008; (3) reappointment of Dr. Sidney Ontai to the Health Board with said term to expire January 1, 2006; (4) reappointment of Lynn Davis, David Julian, Norvene Owen (Alternate), Jerry Catlin and Paul Reynozo to the Planning & Zoning Commission with said terms to expire on January 1, 2006; (5) reappointment of Ray Jameson, John C. Bickel and Fred Willis (Alternate) to the Board of Adjustment with said terms to expire January 1, 2006; and reappointment of James Crossland to the Board of Minimum Housing Standards with said term to expire January 1, 2006. Mayor Anderson presented for second reading Ordinance No. 04-3414, an Ordinance Amending the Zoning Map of the City of Plainview, Texas For Rezoning From Multi Family (MF-1), Multi Family (MF-2), Single Family Residential (R-2), And Heavy Manufacturing (M-2) Zoning District To Single Family Residential (R-2) Zoning District Said Parcel Being A 28.8710 Acre Tract out of the NW Part of the S 1/2 of the NW 1/4 Of Survey No. 38, AB 2956, Block JK-2 the Same Being in the Vicinity of 3200 and 3300 Blocks of Lexington Street, City of Plainview, Hale County, Texas; Cumulativeness Clause; Conflicts Clause; Severability Clause; and Effective Date. Since this was the second of two readings, the Council chose to forego the staff briefing and went straight to public comment. There was no public comment. Councilmember Favila moved to adopt Ordinance No. 04-3414 upon second reading. The motion was duly seconded by Councilmember McGehee and carried by unanimous vote. Mayor AndersOn presented for second reading Ordinance No. 04-3415, an Ordinance Amending the Zoning Map of the City of Plainview, Texas for Rezoning From a Retail 261 City of Plainview Minutes March 9, 2004 Page 1 of 2 262 (C-2). Zoning District'to a Commercial General Business (C-3) Zoning District Said Parcel Being Lots 7, Unit 2, Joslin Subdivision, the Same Being 2602 Olton Road, City of Plainview, Hale County, Texas, Cumulativeness Clause; Conflicts Clause; Severability Clause; And Effective Date. Since this was the second of two readings, the Council chose to forego the staff briefing and went straight to public comment. There was no public comment. Councilmember Shanes moved to adopt Ordinance No. 04-3415 upon second reading. The motion was duly seconded by Councilmember Tipton and carried by unanimous vote. John Castro presented upon first reading Ordinance No. 04-3416, an Ordinance amending the zoning map of the City of Plainview for zoning from a central business district (CBD) zoning district to a light manufacturing (M-l) zoning district said parcel being Block 3, Lots 6-11, Original Town, the same being in the 400 Block of East 6th Street, City of Plainview, Hale County, Texas; cumulativeness clause; conflicts clause; severability clause; and effective date. Malcolm Tisdel, on behalf of Ralph Culver dba Plains Welding Supply and Nelta Loraine Culver has requested the rezoning of the 400 Block of East 6th Street from a Central Business (CBD) to a Light Manufacturing (M-l) Zoning District (Old West Texas Welding Supply). Three responses were received in favor of the request. The Planning and Zoning Commission recommends approval of the request. Mayor Anderson asked for public comment. MalcOlm Tisdel, attorney for the Culvers stated building ,was built in the 1940's. It is currently vacant; Mr. Culver has a tenant who wishes to rent the building. The proposed tenant would be a welding supplY business. Councilmember Owen moved to adopt upon first reading Ordinance No. 04-3415 as presented. The motion was duly seconded by Councilmember Bertsch and carried by unanimous vote. Councilmember Tipton moved to adjourn the meeting. The motion was duly seconded by Counci'lmember Shanes and carried by unanimous vote.
