HomeMy WebLinkAbout01 0118 min176 The Plainvicw City Council met on January 18, 2001, at 11:30 a.m. at the Plainview Convention Center, 2902 West 4th Street, Plainview, Texas. The agenda for the meeting was posted in City Hall at 10:32 a.m. on January 15, 2001. Mayor Pro Tem Buddy McGehee presided. Councilmembers present were: Sam Parker-District 1; Mary Jane Shanes-District 2; Mike Hutcherson-District 4; and Ross Owen-District 5. Councilmembers absent were: Rey Rosas- District 3; Irene Favila-District 7; and Mayor Lloyd C. Woods. Staff members present were: James P. Jeffers-City Manager; Wally Hatch-City Attorney; Norman Huggins-Director of Finance; Matthew Tsakanikas-Main Street Coordinator; John Berry-Director of Public Works; Sean Lanier-Assistant Director of Public Works / City Engineer; John Castro- Director of Community Development; Gary Glass-Fire Chief} Will Mull-Police Chief} Del Essary- Superintendent of Solid Waste Management; and Christina Bonner-Deputy City Secretary. Media representatives present were: Richard Orr-Plainview Daily Herald. Guests present were: Ron Trusler-MH/MR Director. Councilmember Hutcherson delivered the invocation. The Mayor, Council, and Staff reviewed the agenda for the City Council meeting of January 23, 2001: The City recently held a bid opening with regard to a frontload refuse packer body for the Solid Waste Division. The bid tabulations were as follows: Bridgeport Truck Manufacturing, $51,250.00; Davis Truck & Equipment, $55,425.00; McNeilus Truck Manufacturing, $55,499.00; Total Truck & Trailer, $57,186.00; and Davis Truck & Equipment, $57,575.00. The low bidder was Bridgeport Truck Manufacturing, which staff is recommending for approval. The City has $57,865.00 in the budget for this item. On' January 23, 2001, the Council will consider upon first reading Ordinance No. 01-3277, an Ordinance amending Ordinance No. 00-3267 to appropriate funds in the 2000 2001 budget for the purchase of computer hardware and software for the Plainview / Hale County Health Department; cumulativeness clause; severability clause; conflicts clause; and effective date. Currently, $4,400.00 is budgeted for this item. However, after the Health Department recently experienced rather severe technical difficulties with their server, it was determined that an additional $2,609.00 in funds is needed. Such would include costs for the hardware, software, warranty, and installation. Hale County would be responsible for paying half of the costs. At the next meeting, Energas will provide information on the natural gas outlook for 2001. And, Matthew Tsakanikas will provide the annual report for Main Street. There were no City Council reports. Wayland Baptist University is in the process of submitting a uniform zoning request. The University seeks to erect several more buildings, but some of the buildings would be situated in areas zoned residential and multi-family. Wayland also would like to have an alley closed so that they could build a dormitory in that area. These issues will go before the Planning & Zoning Commission on February 8, 2001 The Wastewater Treatment Plant purchased a dewatering box to correct problems at the plant. Due to the wet, freezing weather, the dewatering box has frozen up, and solids are building up at City of Plainview City Council Minutes January 18, 2001 Page I of 2 the plant.~ In order to remedy the problem, the City needs to either purchase or lease a belt press. A belt press would cost $300,000.00, together with a $100,000.00 set-up fee. When it came time to relocate to the new plant, another $100,000.00 set-up fee would be assessed. If leased, the belt press would cost approximately $13,000.00 to $15,000.00 per month, together with a $3,000.00 to $5,000.00 set-up fee. The lease would require a minimum three-month service contract. Three months should provide adequate time for the plant to get back on track. Lou BalentOn has resigned his post as a School Crossing Guard for the Police Department. The resignation is to be effective as of January 12, 2001. Councilmember parker moved to appoint Mr. Balenton to the Districting Commission. The motion, duly seconded by Councilmember Hutcherson, carried by unanimous vote.
