Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was
posted in City Hall at 5:05 p.m. on April 24, 2015. Mayor Wendell Dunlap presided.
Councilmembers present were: Larry Williams -District 2, Norma Juarez -District 3,
Teressa King -District 4, Susan Blackerby-District 5, Lionel Garcia -District 6 and Eric
Hastey-District 7. Councilmembers Charles Stames-District 1 was absent.
Staff members present were: Jeffrey Snyder -City Manager, Andrew Freeman -Assistant
City Manager, Leslie Spear Schmidt -City Attorney, Mike Gilliland -Director of Public
Works, Sarianne Beversdorf-Director of Finance, Ken Coughlin -Police Chief, Rusty
Powers -Fire Chief, Isauro Gutierrez -Information Technology Specialist, Kelly Carpenter -
Community Development Manager and Belinda Hinojosa-City Secretary.

Guests Present: Mike Fox, Danny Glenn, John N. Bertsch, and Michael Reeves
Mayor Pro Tem Teressa King delivered the invocation and led in the pledge of allegiance.
Councilmember Williams moved to approve the consent calendar. The motion was duly
seconded by Mayor Pro Tem King and carried by unanimous vote. Items approved on
the consent calendar included the granting of an excused absence to Councilmember
Charles Starnes; approval of the minutes of April 9, 2015 and April 14, 2015; and approval
of the financial reports.
Michael Reeves, President of the Ports -to -Plains Alliance presented information on the
alliance.
Jeffrey Snyder, City Manager presented to consider and take necessary action regarding
Contract to Renew the Airport Operating Agreement between the City of Plainview and
Hale County, Texas. The city and county jointly own and operate the Plainview Hale
County Airport. Staff is recommending to renew the existing agreement in place for an
additional 25 years. The Agreement stipulates the requirement of a board with each entity
appointing members to serve on the board; City and County agree that each entity owns
an undivided fifty percent interest in the airport and its facilities; and the City and County
agree to pay for the maintenance, operation, regulation and protection of the airport and
its facilities equally.
Staff recommends extend existing contract for another 25 years. The County has
approved this agreement at their meeting.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Williams moved to approve Contract to Renew the Airport Operating
Agreement between the City of Plainview and Hale County, Texas. The motion was duly
seconded by Councilmember Blackerby and carried by unanimous vote.
Mayor Pro Tem King moved to go into closed meeting to deliberate the appointment,
employment, evaluation, reassignment, duties, discipline or dismissal of a public officer
or employee, or to hear a complaint or charge against an officer or employee. [Tex. Gov't.

Code, Section 551.074]. Appointments to the following boards and commissions:
Building Trades and Fire Code Board of Appeals; and to deliberate the purchase,
exchange, lease or value of real property, the public discussion of which would not be in
the best interest of the City's bargaining position with third parties, in accordance with
Tex. Gov't Code, Section 551.072. The motion was seconded by Councilmember Juarez
and carried by unanimous vote.
Mayor Dunlap recessed the meeting at 7:33 p.m.
Mayor Dunlap called the meeting back in open session at 8:00 p.m.
Councilmember Blackerby moved to appoint Junior Rodriguez, Ron Roberts and Ralph
Langley to the Building Trades/Fire Code Board of Appeals with said terms to expire on
January 1, 2019. The motion was duly seconded by Councilmember Juarez. There was
no public comment. The vote carried by unanimous vote.
Mayor Pro Tem King moved to authorize the Mayor to purchase tract of property on behalf
of the city according to terms of the contract as discussed in executive session. The
motion was seconded by Councilmember Garcia. There was no public comment. The
motion carried by unanimous vote.
Mayor Dunlap announced that the City and County are partnering together on this land
acquisition to encourage more industrial development in our community. As we move
forward on this, we will be working closely with the County on an interlocal agreement
and will have more information at that time.
There being no further business, Mayor Dunlap adjourned the meeting at 8:02 p.m.
