HomeMy WebLinkAbout05-12-2015 Council minutes430 The Plainview City Council met on May 12, 2015 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 4:55 p.m. on May 8, 2015. Mayor Wendell Dunlap presided. Councilmembers present were: Charles Starnes -District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5, Lionel Garcia -District 6 and Eric Hastey-District 7. Staff members present were: Jeffrey Snyder -City Manager, Andrew Freeman -Assistant City Manager, Leslie Spear Schmidt -City Attorney, Mike Gilliland -Director of Public Works, Sarianne Beversdorf-Director of Finance, Ken Coughlin -Police Chief, Rusty Powers -Fire Chief, Isauro Gutierrez -Information Technology Specialist, Kelly Carpenter - Community Development Manager and Belinda Hinojosa-City Secretary. News Media Present: Homer Marquez -Plainview Herald and Caleb Hatch -Plainview Radio Guests Present: Gerald Autry Councilmember Blackerby delivered the invocation and led in the pledge of allegiance. Councilmember Starnes moved to approve the consent calendar. The motion was duly seconded by Mayor Pro Tem King and carried by unanimous vote. Items approved on the consent calendar included the approval of the minutes of April 23, 2015 and April 28, 2015; authorize to enter into a Purchase Agreement with JWC Environmental for screening equipment for the Wastewater Treatment Plant; and approval of Resolution R15-337, a Resolution of the City Council of the City of Plainview, Texas, Approving the Request of the Plainview YMCA to Host the Annual Triathlon; Authorizing the Filing of the Agreement for the Temporary Closure Of State Right -Of -Way with the Texas Department of Transportation for this Event; Declaring that the Event Serves' a Public Purpose; and Agreeing to Comply with Regulations. Jeffrey Snyder, City Manager presented for consideration Resolution R15-336, a Resolution of the City Council of the City of Plainview, Texas, Calling Two (2) Public Hearings Establishing a Plan to Hear any and all Persons Desiring to be Heard on or in Connection with any Matter or Question Involving the Proposed Creation and Adoption of a Community Development Program as Authorized by Texas Local Government Code Ann, Section 373, Hereafter Referred to as the "City of Plainview Community Development Program No. 1", for the Proposed Redevelopment of an Approximate 82.632 Acre Tract of Land Located Near Westbound Interstate 27 and North State Highway 194 (Dimmitt Highway), all of Which is Within the Corporate City Limits of Plainview, Texas, and Directing Said Notice be Published in the Official Newspaper of the City of Plainview and Posting on the City's Website. The City of Plainview is proposing to create a Community Development Program under Texas Local Government Code 373. The property to be included in this Program includes a 14.084 acre tract located at Section 35, Block JK -2, Hale County, Texas, formerly known as Plainview Peanut Co., LLC and a 68.55 acre tract of land located at the North part of the Northwest Quarter of Section 35, Block JK -2, Hale County, Texas. City Council Minutes May 12, 2015 Page 1 of 2 The purpose of the Community Development Program is to encourage more industrial development in this area by planning and installing infrastructure to include roads, water and sanitary sewer. Once the infrastructure is complete, this area will be marketed to try to attract potential new businesses. The City and County are partnering together on this project. This Resolution is the first step in the process to create the Community Development Program. There will be two public hearings held for the public to make comments as well as consideration of an Ordinance that will create the City of Plainview "Community Development Program No. 1". Staff recommends approval of the Resolution scheduling the two public hearings withthe first to be held on Thursday, May 21st at 11:30 a.m. at the Plainview Civic Center and the second public hearing to be held on Tuesday, May 26th at 7:00 p.m. at City Hall. Mayor Dunlap asked for public comment. There was no public comment. Councilmember Starnes moved to adopt Resolution R15-336. The motion was duly seconded by Councilmember Blackerby and carried by unanimous vote. Andrew Freeman, Assistant City Manager presented information on the PublicStuff mobile application. One of the outcomes of the June 2014 City Council Strategic Planning session the City Council approved the milestone to make dramatic improvement in customer satisfaction. One of the steps to address this issue was to create a mobile application for citizen engagement. Mr. Freeman presented an overview of the application.
