HomeMy WebLinkAboutR15-338RESOLUTION R15-338 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS, APPROVING THE REQUEST OF THE JUNETEENTH COMMITTEE TO HOST THE "2015 JUNETEENTH PARADE"; AUTHORIZING THE FILING OF THE AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THIS EVENT; DECLARING THAT THE EVENT SERVES A PUBLIC PURPOSE; AND AGREEING TO COMPLY WITH REGULATIONS. WHEREAS, the Texas Department of Transportation owns and operates U.S. Highway 70 (5th Street) in the corporate limits of the City of Plainview; and WHEREAS, the traditional parade route in Plainview is on Broadway Street and includes the U.S. Highway 70 (5th Street) and Broadway intersection; and WHEREAS, the City of Plainview received a request from the Juneteenth Committee on May 6, 2015 for police assistance in its 2015 Juneteenth Parade; and WHEREAS, the 2015 Juneteenth Parade will be held on Saturday June 20, 2015 and will begin at 9:00 a.m. in the parking lot at 109 Broadway and ending in Givens Park at 10:00 am; and WHEREAS, the City Council of the City of Plainview finds that such event serves a public purpose in that it increases the public awareness in the importance of our history; and WHEREAS, the City Council of the City of Plainview, Texas finds it in the best interest for the citizens of Plainview that the Juneteenth Parade be held this year on June 20, 2015 and use the above referenced route; and WHEREAS, the Texas Department of Transportation requires the Local Government to submit a completed Agreement for the Temporary Closure of State Right - of -Way for use of U.S. Highway 70 (5th Street) in such public events as this Juneteenth Parade; and WHEREAS, the City Council designates Mayor Wendell Dunlap as the City's authorized official. The authorized official is given the power to apply for or terminate such Agreement on behalf of the City. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Plainview that: Res. R15-338 2015 Juneteenth Parade Page 1 of 2 259 260 The request from the Juneteenth Committee for the Juneteenth Parade to be held on June 20, 2015 is hereby approved. II. The public purpose of this event is to increase the public awareness in the importance of our cultural heritage. Submission of the completed AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY with the Texas Department of Transportation is hereby approved. IV. The Mayor is hereby authorized and directed to execute, respectively, on behalf of the City of Plainview, all necessary documents, including the AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY to complete the Plainview Juneteenth Parade Committee's "Juneteenth Parade" preparation process.
