HomeMy WebLinkAbout05-26-2015 Council minutes434 The Plainview City Council met on May 26, 2015 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 3:00 p.m. on May 22, 2015. Mayor Wendell Dunlap presided. Councilmembers present were: Charles Starnes -District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5, Lionel Garcia -District 6 and Eric Hastey-District 7. Staff members present were: Jeffrey Snyder -City Manager, Andrew Freeman -Assistant City Manager, Leslie Spear Schmidt -City Attorney, Mike Gilliland -Director of Public Works, Sarianne Beversdorf-Director of Finance, Ken Coughlin -Police Chief, Rusty Powers -Fire Chief, Isauro Gutierrez -Information Technology Specialist, and Belinda Hinojosa-City Secretary. News Media Present: Homer Marquez -Plainview Herald Guests Present: Mike Fox and David Kopp Councilmember Garcia led in a moment of silence to remember military personnel and led in the pledge of allegiance. Mayor Pro Tem King moved to approve the consent calendar. The motion was duly seconded by Councilmember Blackerby and carried by unanimous vote. Items approved on the consent calendar included the approval of the minutes of May 7, 2015 and May 12, 2015; approval of financial reports; and approval of Resolution R15-338, a Resolution of the City Council of the City of Plainview, Texas, Approving the Request of the Juneteenth Committee to Host the "2015 Juneteenth Parade"; uthorizing the Filing of the Agreement for the Temporary Closure Of State Right -Of -Way With The Texas Department of Transportation for This Event; Declaring That the Event Serves a Public Purpose; and Agreeing To Comply With Regulations. Jeffrey Snyder, City Manager presented information on proposal to adopt a community development program pursuant to Chapter 373 of the Texas Local Government Code entitled the "City of Plainview Community Development Program No. 1" affecting the real property located near westbound Interstate 27 and North State Highway 194 (Dimmitt Highway). On May 12, the Council approved Resolution R15-336 called for two public hearings to hear public comment on the creation of the City of Plainview Community Development Program No. 1. The City of Plainview is proposing to create a Community Development Program under Texas Local Government Code 373. The property to be included in this program includes the 14.084 acre tract formerly known as Peanut Corporation property or the Jimmy Dean property and a 68.55 acre tract located west/northwest of the Jimmy Dean property. The purpose is to encourage more industrial development in this area. The City and County are partnering in this together. This is the 2nd public hearing. An ordinance will be presented to Council to establish the City of Plainview Community Development Program No. 1. Councilmember Starnes moved to open a public hearing to consider a proposal to adopt a community development program pursuant to Chapter 373 of the Texas Local City Council Minutes May 26, 2015 Page 1 of 2 Government Code entitled the "City of Plainview Community Development Program No. 1" affecting the real property located near westbound Interstate 27 and North State Highway 194 (Dimmitt Highway). The motion was seconded by Councilmember Williams and carried by unanimous vote. Mayor Dunlap asked for public comment. There was no public comment. Councilmember Williams moved to close the public hearing. The motion was seconded by Councilmember Starnes and carried by unanimous vote. The public hearing was closed at 7:06 p.m. Councilmember Williams moved to go into closed session to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee, or to hear a complaint or charge against an officer or employee. [Tex. Gov't. Code, Section 551.074]. City Manager and City Attorney. The motion was seconded by Mayor Pro Tem King and carried by unanimous vote. Mayor Dunlap recessed the meeting at 7:08 p.m. Mayor Dunlap called the meeting back in open session at 8:14 p.m. and announced no action would be taken.
