of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in
City Hall at 2:15 p.m. on June 5, 2015. Mayor Wendell Dunlap presided.
Councilmembers present were: Charles Starnes -District 1, Larry Williams -District 2,
Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5, Lionel
Garcia -District 6 and Eric Hastey-District 7.
Staff members present were: Jeffrey Snyder -City Manager, Andrew Freeman -Assistant
City Manager, Leslie Spear Schmidt -City Attorney, Mike Gilliland -Director of Public
Works, Sarianne Beversdorf-Director of Finance, Ken Coughlin -Police Chief, Rusty
Powers -Fire Chief, Isauro Gutierrez -Information Technology Specialist, and Belinda
Hinojosa-City Secretary.

Councilmember Hastey delivered the invocation and led in the pledge of allegiance.
Councilmember Williams moved to approve the consent calendar. The motion was duly
seconded by Councilmember Blackerby and carried by unanimous vote. Items approved
on the consent calendar included the approval of the minutes of May 21, 2015 and May
26, 2015; and approval of Resolution R15-339, a Resolution of the City Council of the
City of Plainview, Texas Approving the Request of Plainview Rodeo Association to Host
the "Plainview Bar None Rodeo Parade"; Authorizing the Filing of the Agreement for the
Temporary Closure of State Right -Of -Way with the Texas Department of Transportation
for this Event; Declaring that the Event Serves a Public Purpose; and Agreeing to Comply
with Regulations.
Linda Morris with the Chamber of Commerce presented the annual report.
Mike Gilliland, Director of Public Works presented the award of bids for lift station project.
The lift station is located near 26th and Fresno. The structure is in really bad shape.
Funding would be through the wastewater improvement account. One bid was received
in the amount of $110,000. Staff recommends to accept bid to proceed with project.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Starnes moved to award the bid to Allen Doggett Construction Co. in the
amount of $110,000. The motion was duly seconded by Councilmember Starnes and
carried by unanimous vote.
Jeffrey Snyder, City Manager presented for consideration Ordinance No. 15-3620 an
Ordinance Authorizing the Creation and Adoption of a Community Development Program
as Authorized by Texas Local Government Code, Section 373, Hereafter Referred to as
the "City Of Plainview Community Development Program No. 1", for the Proposed

Preservation and Future Redevelopment of an Approximate 82.63 Acre Tract of Land
Located Near Westbound Interstate 27 and North State Highway 194 (Dimmitt Highway),
all of Which is Within the Corporate City Limits of Plainview, Texas; Providing for an
Effective Date; Severability Clause; Cumulativeness Clause; and Conflicts Clause. The
City is proposing to create a Community Development Program under Texas Local
Government Code 373. There are certain statutory requirements that must be met in
order to create the program that includes a Resolution calling for two public hearings and
an Ordinance adopting the program.
On May 12th, the City Council approved Resolution R15-336 calling for two public
hearings. The first public hearing was held on Thursday, May 21st at the Plainview Civic
Center and the second public hearing was held on Tuesday, May 26th at City Hall. There
was one public comment made in support of this program.
The property to be included in the Community Development Program includes a 14.084
acre tract located at Section 35, Block JK -2, Hale County, Texas, and a 68.55 acre tract
of land located at the North part of the Northwest Quarter of Section 35, Block JK -2, Hale
County, Texas.
The primary purpose of the Community Development Program is to encourage more
industrial development in this area by planning and installing infrastructure to include
roads, water and sanitary sewer. Once the infrastructure is complete, this area will be
marketed to try to attract potential new businesses. The City and County are partnering
together on this project.
Staff recommends approval of Ordinance 15-3620 on first reading creating the City of
Plainview Community Development Program No. 1.
Mayor Dunlap asked for public comment. Robert Edwards, who lives at 511 W. 7th Street
expressed concern with the City not working with the Industrial Foundation and the
property owned by the Industrial Foundation on Industrial Drive which nothing has been
done with.
Travis Torgerson, who lives at 901 N. Date expressed concern about the completion of
this project and the Industrial Drive property.
Mayor Pro Tem King moved to accept Ordinance No. 15-3620 on first reading. The
motion was duly seconded by Councilmember Blackerby and carried by unanimous vote.
Andrew Freeman, Assistant City Manager presented for consideration to award bid for
roofing project at Civic Center. We have received bids in the Civic Center reroof project.
It was completed in 1994/1995. There is an existing seam roof on the building that has
regularly leaked through the 20 years.
Staff had the building investigated in 2010 and it was recommended to do repairs or
reroof. During that time $21,000 was spent on repairs. The roof continued to leak. We
had another engineer look at the building in April 2013 and were told additional repairs
would not prevent future leaks, and they recommended a roof replacement as well.

Staff went out in April for bids on this project. We analyzed a few other options, with
the main one being to reroof with another standing seam roof. We received three
bids:
• A-Lert Roof Systems — Ranking 76.3 points - $221,580
• C.S. Advantage USAA — Ranking 67.1 points - $280,000
• Lydick -Hook Roofing — Ranking 57.9 points - $196,000
There were no local bidders. There is $300,000 in hotel/motel tax funds included in the
budget for construction. The work would have a 20 year water tight warranty. The
company would perform inspections every six months.
Staff is recommending award to A-Lert Systems in the amount of $221,580.
Mayor Dunlap asked for public comment.
Travis Torgerson, who lives at 901 N. Date asked how many business were aware of bid?
He was advised that it was advertised locally and on website.
Robert Edwards of 811 W. 7t" suggested that it be awarded to someone who knows about
building and to be sure and inspect the work.
Councilmember Starnes moved to award bid for roofing project of Civic Center to A-Lert
Roof Systems in the amount of $221,580. The motion was duly seconded by
Councilmember Williams and carried by unanimous vote.
Councilmember Blackerby moved to go into closed session to deliberate the appointment,
employment, evaluation, reassignment, duties, discipline or dismissal of a public officer
or employee, or to hear a complaint or charge against an officer or employee. [Tex. Gov't.
Code, Section 551.074]. City Manager Evaluation. The motion was duly seconded by
Councilmember Garcia and carried by unanimous vote.
Mayor Dunlap recessed the meeting at 8:05 p.m.
Mayor Dunlap called the meeting back in open session at 9:38 p.m.
Councilmember Starnes moved to extend the City Manager's contract for two additional
years for a three year total contract at an annual salary of $140,000. The motion was
duly seconded by Councilmember Garcia and carried by unanimous vote.
There being no further business, Mayor Dunlap adjourned the meeting at 9:40 p.m.
