of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in
City Hall at 6:05 p.m. on June 17, 2015. Mayor Wendell Dunlap presided.
Councilmembers present were: Larry Williams -District 2, Teressa King -District 4, Susan
Blackerby-District 5, and Lionel Garcia -District 6. Councilmembers Charles Starnes -
District 1, Norma Juarez -District 3 and Eric Hastey-District 7 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Andrew Freeman -Assistant
City Manager, Leslie Spear Schmidt -City Attorney, Mike Gilliland -Director of Public
Works, Sarianne Beversdorf-Director of Finance, Ken Coughlin -Police Chief, Isauro
Gutierrez -Information Technology Specialist, and Belinda Hinojosa-City Secretary.

Mayor Wendell Dunlap delivered the invocation and led in the pledge of allegiance.
Councilmember Williams moved to approve the consent calendar. The motion was duly
seconded by Mayor Pro Tem King and carried by unanimous vote. Items approved on
the consent calendar included the approval of the minutes of June 4, 2015 and June 9,
2015 and approval of the financial reports.
Mayor Dunlap presented for consideration on second reading Ordinance No. 15-3620, an
Ordinance Authorizing the Creation and Adoption of a Community Development Program
as Authorized by Texas Local Government Code, Section 373, Hereafter Referred to as
the "City Of Plainview Community Development Program No. 1", for the Proposed
Preservation and Future Redevelopment of an Approximate 82.63 Acre Tract of Land
Located Near Westbound Interstate 27 and North State Highway 194 (Dimmitt Highway),
all of Which is Within the Corporate City Limits of Plainview, Texas; Providing for an
Effective Date; Severability Clause; Cumulativeness Clause; and Conflicts Clause. Since
this was the second of two readings, the Council chose to forego staff briefing and asked
for public comment. There was no public comment. Councilmember Blackerby moved
to adopt Ordinance No. 15-3620 on second reading. The motion was duly seconded by
Councilmember Garcia and carried by unanimous vote.
Mike Gilliland, Director of Public Works presented for consideration to authorize Mayor to
sign contract between City of Plainview and Allen Doggett Construction Co., Inc. for lift
station renovations. At the last council meeting, Council awarded the bid for this contract
to Allen Doggett Construction. At this meeting we would like to authorize the Mayor to
sign the contract. We had $100,000 budgeted for this. The bid came in at $110,000 and
we are asking to authorize Mayor to sign.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Williams moved to authorize Mayor to sign contract between City of
Plainview and Allen Doggett Construction Co., Inc. for lift station renovations. The motion
was duly seconded by Mayor Pro Tem King and carried by unanimous vote.
Jeffrey Snyder, City Manager presented for consideration to authorize purchase of new
equipment to replace current Vaisala Ceilometer CT25K at the Plainview/Hale County

442 Airport. At the last Plainview/Hale County Airport board meeting, the board
recommended replacement of the Vaisala Ceilometer CT25K. The current piece of
equipment is no longer being supported by Vaisala. This has made replacement parts
hard to come by. The new ceilometer will cost $22,500.
TxDOT Aviation has decided to allow this expenditure through the Routine Airport
Maintenance Program (RAMP). The RAMP program reimburses expenditures on a 50/50
matching basis for routine maintenance. The City and County would be responsible for
the remaining $11,250 of the $22,500 purchase price or $5,625 to each entity. Staff
recommends approval.
Mayor Dunlap asked for public comment. There was no public comment. Mayor Pro Tem
King moved to authorize purchase of new equipment to replace current Vaisala
Ceilometer CT25K at the Plainview/Hale County Airport. The motion was duly seconded
by Councilmember Blackerby and carried by unanimous vote.
Councilmember Garcia moved to go into closed session to deliberate the appointment,
employment, evaluation, reassignment, duties, discipline or dismissal of a public officer
or employee, or to hear a complaint or charge against an officer or employee. [Tex. Gov't.
Code, Section 551.074]. City Attorney Evaluation. The motion was duly seconded by
Councilmember Williams and carried by unanimous vote.
Mayor Dunlap recessed the meeting at 7:08 p.m.
Mayor Dunlap called the meeting back in open session at 8:55 p.m.
Councilmember Blackerby moved to give City Attorney Leslie Schmidt a three year
contract at a salary of $117,500. The motion was duly seconded by Councilmember
Garcia and carried by unanimous vote.
There being no further business, Mayor Dunlap adjourned the meeting at 8:58 p.m.
