BOARD MEETING MINUTES
The City of Plainview Park Advisory Board as appointed by City Ordinance Number 95-3035
dated as approved March 28, 1995, held an open meeting at 4:00 P.M., Thursday, April 9, 1998
in the Council Chambers at City Hall, 901 Broadway Street, Plainview, Texas. Minutes for this
meeting are hereby submitted as follows.
ITEM
1. Call to order by Chairperson Ms. Davis at 4:15 P.M.
2. Invocation given by Ms. Kiser.
3. Members present were: Ms. Davis, Ms. Riggins, Ms. Kiser, and Ms. Luna. Members
absent were M -Meek, Ms. Leyendecker, Mr. Miller and Vacancy. No guest were
present. Staff present were Ches Carthel, Director of Public Works, and Rusty Reese,
Parks Superintendent.
4. Minutes for the March meeting were given by Ms. Davis and approved as read.
5. Old Business -
a. Finalized Arbor Day activities. Date set for April 23, 1998 at 11:00 A.M. at
Stoneham Park to plant a pecan tree.
b. Livestock Ordinance - Motion was made by Ms. Riggins and second by Ms. Luna
to pose the open space west of the I-27 and Westridge Road to be designated
for Equestrian activities only. Motion passed by unanimous vote.
c. Ches Carthel reported on the status of the U.S. Corp of Engineers' Feasibility
Study. Council declined the offer.
d. Fishing Pond Stage Two was postponed due to availability of sufficient water
supply.
6. New Business - A,e
a. Rusty Reese reported that PISD art classes was not able to dedicate the time to
paint the trash barrels in the parks.
b. Preliminary discussions on requirements for mass gathering. More information
was to be gathered.
c. Election of Chairperson - Motion was made by Ms. Kiser and second by Ms.
Riggins to mail out ballots to all park advisory board members for their vote with
all member names on the ballot and a space for write ins. Motion carried and Ms.
Davis was nomina sd to serve.
7. Next meeting set for May'?, 1998.
8. Meeting adjourned at 5:07 P.M.
