HomeMy WebLinkAbout04-11-1996 Parks Advisory Board MinutesCITY OF Office of Support Services PARKS ADVISORY COMMISSION BOARD MEETING MINUTES The City of Plainview Park Advisory Board as appointed by City Ordinance Number 95-3035 dated as approved March 28, 1995, held an open meeting at 4:00 P.M., Thursday, April 11, 1996 in the Conference Room at City Hall, 901 Broadway Street, Plainview, Texas. Minutes for this meeting are hereby submitted as follows. ITEM 1. Call to order by Chairperson Ms. Davis at 4:07 PM. 2. Invocation by Ms. Houlette. 3. Members present were: Ms. Davis, Ms. Houlette, Ms. Kiser, Ms Luna and Ms. Riggins. Members absent were Ms. Morales, Ms. Smith and Ms. Tyler. Staff present were Carl Holland, Superintendent of Parks, Rusty Reese, Foreman of Parks and Ches Carthel, Director of Public Works. Guest present was Mr. Walker. 4. Minutes were read by Ms. Davis for March 21, 1996 and approved after correction was made that Ms. Kiser was present at last meeting. 5. Old Business discussed was on bike lanes and trails. Mr. Walker suggested to the board to do the minimum possible to begin, do to the small amount of bicycle traffic. The Board has a very high interest in bicycle and motorist safety and awareness. Ches Carthel distributed a handout on bike way design guidelines. Further discussion on bike lanes and trails was tabled until the next meeting in order to gather more information such as Street -Traffic counting, bicycle accident reports and Police department opinion. 6. Other Old Business discussion was on park lighting system. Motion was made by Ms. Houlette for the Board to take a tour of the parks to discuss and decide in what direction to go. It was approved by unanimous vote. The motion was amended by Ms. Kiser for members to first investigate their district parks to gather information. Carl Holland gave information in reference to the Community Outdoor Outreach Program from the Texas Parks and Wildlife Department for matching funds for the renovation of the Joliet Street Shelterhouse. A Letter of Recommendation from the Board to the Mayor and City Council recommending that the City of Plainview submit an application to obtain a matching fund grant for the renovation project of the former Women's Club building located at 516 Joliet Street. Ms. Kiser made a motion that the letter be sent to the Mayor and City Council. The motion was second by Ms. Houlette and approved by unanimous vote. Ches Carthel introduced some ideas and suggestions for grants from Community Outdoor Outreach Programs for next year such as funding for bicycle safety seminars and youth trips. 8. Next meeting is set for May 9, 1996. 9. Next meeting scheduled for May 9, 1996 at 4:00 P.M. in the Conference Room at City Hall, 901 Broadway, Plainview, Texas 79072. ACCEPTED: ( .
