If you are present to appear before the City Council for any item
on the agenda, please advise the City Clerk and you will be heard
at the earliest convenience. Should you have an item you want to
appear on the agenda, please make your request known in writing
to the Mayor or City Man~g~ at least one week in advance of the
regular City Council meetings held on the second and fourth Tuesday
of each month. Your presence is appreciated and you are invited to
attend any part or all of the City Council meetings.
Artidle 6252-17, V.T.C.S., the Open Meeting Law, was revised
effective September 1, 1975, to require: (1) Notice of any meeting
to be posted in a public place readily accessiSle to the general
oublic at all times; the City Council of ~h~ City of Plainview has
authorized the posting to be in the Plainview City Hall and the
Ptainview Police Department reception area,~which is readily access-
ible to the general public at all times, and (2) any additional Rub-
j~ect ndt~previously included on the published and ~osted agenda shall
be accompanied by a statement describing the nature of the urgent pub-
lic necessity requiming their addition to the agenda. The policy of
the City Council of the City of Plainview, is that noadditional items
will be included on the published agenda later than 4:00 p.m., Thursday
preceding the Council Meeting unless accompanied by a statement de-
scribing the nature of the urgent public necessity, requi~ing the ad-
dition to the agenda.

Ordinance No; 76'1922, an ordinance prohibiting parking on the
East side of Quincy Street from the poiht'~85 (eighty-five) feet
South of the South boundary line of the Fort Worth and Denver
Railway company's right-of-way to the North Boundary line of
19th Street in the City of Plainview and providing a penalty.
Ordinance No. 76-1923, an ordinance prohibiting parking on either
side of that part of Quincy Streetbetween the North Boundary line
of the Fort Worth and Denver Railway Company's right-of-way to the
South Boundary line of 24th Street in the City of Plainview, and
providing.a penalty.
Ordinance No. 76-1924, an ordinance prescribing the speed limit
on Quincy Street in the City of Plainview, Texas, at the locations
hereinafte~ d~signated, repealing all ordinances in conflict here-
with and prescribing a penalty for~ the violation of this ordinance.
Zoning Ordinance, an ordinance by the provisions of Article 1011a,
revised Ci¥il Statutes of Texas ~stablishing zoning regulations
and districts in accord&nce~with a comprehensive plan and within
such districts regulating the use of land, building and structures;
the height, bulk and locations of buildings; establishing minimum
requirements for off-street parking; regulating the erection, re-
pair and alternation of all building and structures; providing for
specific use permits for certain uses; recognizing non-conforming
uses and structures and rules for the regulation thereof; creating
a board of adjustment and providing ~ules and regulations for its
organization, preceedure, jurisdiction and powers; setting forth
the requirements for building sites and the manner of their creation;
providing for a certificate of occupancy and compliance; defining
certain terms; adopting a zoning district map and making it part
of this ordinance, making all figures, letters, markings, symbols
and charts contained in said ordinance or shown on the map a part
of such ordinance; providing a method for amending such ordinance;
providing a penalty for violation of the provisions of such ordinance
not to exceed $200.00 for each violation; also providing injunctive
relief to persons affected by the vi61ations of said ordinance; and
providing a saving clause.
An Ordinance prescribing rules and regulations governing plats,
plans and sub-divisions of land within the incorporated area of
Plainview, Texas, herein defined as the "City"; containing certain
definitions; providing for a preliminary plat, a final plat, and
providing for final approval of sub-divisions by sections; pre-
scribing regulations for streets, sidewalks, alleys, sanitary utili-
ties and community facilities.

'MINUTES CITY COUNCIL REGULAR MEETING
The City COuncil of the City of Plalnview met in special session at 7:30
p.m. in the Council Chambers of the City Hall with Mayor John D. Stoneham pre-
siding and the following Alderman present: Keltz Garrison, Medlin Carpenter,
Neal Williams, Jeane Browning and Tom Almon.
Also present were Marshall Pharr-City Manager, Joe Sharp-City Attormey,
M. L. Rea-City Clerk, Wm. R. Hogge-Director of ?uJDlic Works, Harold Gladman-
Director of Planning, Johnnie Ballew-Director of Public Safety, Norman Huggins-
Director of Finance, Bill Rogers-Park Supervisor.and Emma'Quintanilla-Administra-
tire Secretary.
Also present were Richard Orm~PlainvieW Daily Herald, Bill Bruder-KKYN Radio,
Chuck Martin-KVOP Radio, Charles Bechtold-KAMR in Amarillo, Jimmie Sherman-Plain-
view Plumbing Co., Vergal Allen, Larry Fishcer, Wilson Daffern, Nancy Bublis,
Jimmy Holmes-CPA, H. C. Weaver, Bobby Rogers, David Wilder-First National Bank,

Invocation was given by Keltz Garrison.
Mayor Stoneham presented certificates of appointments to the following
people present: H. C. Weaver-Planning Board and Zoning Commission, David Wilder,
Vernon Clem, Van Stovall and Jimmy Sherman-Central Business District Advisory
Committee.
It was moved by Alderman Almon, seconded by Alderman Williams, to appoint
Mrs. Merideth Ruiz to the Planning Board and Zoning Commission. Motion carried
unanimously.
It was moved by Alderman Browning, seconded by At~erman Carpenter, to appoint
Doc J. A. Potts to the Air~ort Board. Motion carried unanimously.
Mr. Jimmy Holmes~ C.P.A. (Certified Public Accountant) was present to present
the City of Plainview External Audit for the fiscal year ending September 30, 1975.

It was moved by Alderman Williams, seconded by Alderman to approve the
minutes from the City Council meeting on January 27, 1976. Motion carried un-
animously.

The study of Ordinance No. 74-1465, providing for the monthly adjustment in
the rates charged for the sale of natural gas services will continue. No action
was taken at this time.
The study on an industrial park at the Plainview/Hale County Airport will
continue, No action was taken at thi~ time.
The study for an industrial park as recommended by the Plainview Industrial
Foundation for the Gebo'Company warehouse will continue. No action was taken at
this time.
The study regulating the~use, installation and standards for burglar and fire
alarm systems in Plainview will continue. An ordinance will be ready for intro-
duction on March 9, 1976.

and amend Ordinance No. 76-1920, an ordinance establishing rates for electric
energy to be supplied fop Municipal street lighting services to the City of
Plain~iew by Southwestern Public Service Company. Motion carried unanimously.
The amendments were as follows: 85,000 lumen lamp use 275 kwh pep month and
50,000 lumen lamp use 885 kwh pep month.

the request of the Plainview Jaycees for proposed Motorcross Race to be held at
Running Water Draw Park with the exception of checking,-(City Attorney) into the
legal implications and City's liability of such an event. Motion carried unanimously.

It was moved by Alder~n Williams, seconded by Alderman Carpenter, to authorize
the Mayor to sign the proposed contract between the City of Plai~v~--and Southwestern
Bell Telephone Company for telephone services. Motion carried unanimously.
It was moved by Alderman Garrison, seconded by Alderman Browning, to approve
the amendments on page 15 and 16 on the technical report of the 701 Comprehensive

Master Plan. Motion carried unanimously.
SectiQn 8Housing Application - the 1976 application should be in the mail
tomorrow, (February 11, 1976).
Economic D&velopment District - Medlin Carpenter recommended that John D.
StonehamSs name be added to their advisory committee.
State Highway lg4 - the only problems are the relocation of fire hydrants,
traffic signals, traffic signs, etc..
Central Plains Community Action Program - their Board of Directors are set-
ting up a meeting with the City Council. Their Board of Directors Will mee~on
February 17~ 1976.
It was'-moved by'Alderman Carpenter, seconded by Alderman Garrison, to adopt
Resolution No. R76-062, a resolution authorizing the Mayor to sign.'.a contract with
the Texas State Department of Highways and Public Transporation for installation of
a flashing light signal at 24th Street and State Highway 194. Motion carried unani-
mously.
It was moved by Alderman Carpenter, seconded by Alderman Garrison, to approve
the Departmental reports as filed. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Garrison, to adjourn
the meeting. Motion carried unanimously. Meeting adjourned at 9:11 p. m..
