If you are present to appear before the City Council for any item on the agenda, please advise the City Clerk and you will be heard at the earliest convenience. Should you have an item you want to appear on the agenda, please make your request known in writing to the Mayor or City Manager at least one week in advance of the re- gular City Council meetings held on the second and fourth Tuesday of each month. Your presence is appreciated and you are invited to attend any part or all of the City Council meetings. Article 6252-17~ V.T.C.S., the Open Meeting Law, was revised Sept- ember 1, 1975, to require: (1) Notice of any meeting to be posted in a public place readily accessible to the general public at all times; the City Council of the City of Plainview has authorized the posting to be in the Plainview City Hall and the Plainview Po- lice Department reception area, which is readily accessible to the general public at all times, and (2) any additional subject not previously included on the published and posted agenda shall be companied by a statement describing the nature of the urgent public necessity requiring their addition to the agenda. The policy Of the City Council of the City of Plainview, is that no additional items will be included on the published agenda later than 4:00 p.m., Thursday preceding the Council Meeting unless accompanied by a state- ment describing the nature of the urgent public necessity, requiring the addition to the agenda. MINUTES CITY COUNCIL EMERGENCY MEETING The City Council of the City of Plainview met in special session at 7:30 p.m., in the Council Chambers of the City Hall with Mayor John D. Stoneham pre- siding and the following Alderman present: Keltz Garrison, Medlin Carpenter, Neal Williams~ Jeane Browning and Tom Almon. Also present were Marshall Pharr--City Manager, Joe Sharp-City Attorney, M. L. Rea-City Clerk, Harold Gladman-Director of Planning, Norman Huggins- Director of Finance, Bill Rogers-Park Supervisor, Robert Ratcliff-Traffic En- gineer and Emma Quintanilla-Administrative Secretary. Also present were Richard 0rr-Plainview Daily. Herald, Bill Bruder-KKYN Radio, Charles Bechtold-KAMR in Amarillo, Tut Tawwater~KVOP Radio~ Doug Graber, Bill SoRelle, Phoebe Cole, Marilyn Edwards, Tx Lee Edwards, Don Cole, James K. After discussion, it was moved by Alderman Browning, seconded by Alderman Garrison, to authorize the bond attorneys to prepare a resolution calling for an election on the April 3rd Municipal Election. Vermon for rezoning of East 50' of Lot 9, Block 2, West Lynn Sub-Division, located at 1405 W. 24th, from an R-2 Zone to a C-2 Zone for Commercial use. It was moved by Alderman Browning, seconded by Alderman Williams, to close the Public Hearing. Motion carried unanimously. It was moved by Alderman Garrison, seconded by Alderman Carpenter, to adopt Ordinance No. 76-!9.30, an ordinance amending the Zoning Map of the City of Plain- view, with the exception of Mm. Vernon signing the papers. Motion carried. Open Public Hearing on Zone Case 283, request of J. A. Braden to rezone 2.71 acres out of Northeast 1/4 of Section 28, Block JK-2, Hale County, Texas, located at 3601 Olton Road, from an R-1 to a C-1 Zone for Commercial use. It was moved by Alderman Browning, seconded by Alderman Garrison, to close the Public Hearing, Motion carried Unanimously. It was moved by Alderman Williams, seconded by. Alderman Carpenter, to adopt Ordinance No. 76-1931, an ordinance amending the Zoning Map of the City of Plain- view. Motion carried unanimously. It was mo~ved by Alderman Williams, seconded by Alderman Garrison, to approve the minutes from the regular City Council meeting held on February 10, 1976. Motion carried unanimously. Received for filing, copies of the minutes of the Traffic Safety Committee meeting held February 11th~ The study of Ordinance No. 7~-1465~ providing for the monthly adjustment in the rates charged for the sale of natural gas services will continue. February 24, 1976 Page MINUTES CITY COUNCIL EMERGENCY MEETING The study on an industrail park, as recommended by the~Ptainview Industrial Foundation, for the Gebo Company warehouse will continue. No action was taken at this time. The study regulating the use, installation and standards for burglar and fire alarm systems in Plainview Will continue. An ordinance will be ready for introduction on March 9, 1976. It was moved by Alderman Browning, secondedby Alderman Carpenter, to authorize the Mayor to work with Joe Sharp-City Attorney, on the Ordinance concerning the Charitable Solicitations Commission. MOtion carried unanimously. A Zoning Ordinance, an ordinance by the provisions of Article 1011a, revised Civil Statutes of Texas establishing zoning regulations and districts in accord- ance with a comprehensive plan and within such districts regulating the use of land, building and structures; etc., is still under study. An ordinance will be ready for introduction June, 1976. An ordinance prescribing rules and regulations governing plats, plans and sub-c[ivisions of land within the incorporated area of Plainview, Texas, herein defined as the "City"; etc., is still under study. An ordinance will be ready for introduction July, 1976.
