Plainview -Hale County Board of Health
The regular monthly meeting of the Plainview -Hale County Board
of Health was held August 20, 1974 at the Department headquarters,
1001 Ash Street. Those attending were Randall Heye, M.D., Mrs. Claude
Burnett, Oliver JIarmel, Sam Langford, Curtis Baldwin, D.D.S., Jeane
Browning, Gerald W. Wagner, M.D., and Mary Lou Truesdale.
The meeting was called to order by Dr. Heys, vice-chairman, at
7:30 p.m. Minutes of the last meetini3 were not available.
A motion to pay the bills was made by Oliver Harmal and seconded
by Sam Langford. The motion carried.
Dr. Heye introduced the nomination of officers as the next order
of business. Dr. Wagner stated that Dr. Busby had recommended that
the present slate of officers be re-elected for another year and that
future consideration be given to terms of offices being for a two
year period. After some discussion Dr. Heye stated he would discuss
the proposal with Mr. Blair. Further action was tabled.
A discussion of the need to change the meeting time was then
held. It was pointed out that attendance seemed to be better at
noon meetings. Mrs. Truesdale was requested to make arrangements
with the Country Club for the September meeting to be held there at
12 Noon on the third Thursday in September. Members will go through
the buffet line. The suggestion was made that meetings be held
regularly with discussion of Department activities being held even
if a quorum was not present. A ballot will be attached to the next
agenda giving each member an opportunity to express their opinion.
A general discussion was then held regarding the need for a
budget approved by the local governing bodies. Board members were
generally concerned about the lack of apparent support from the
governing bodies. Mr. Browning stated that he was in need of a copy
of the budget. When supplied with this information, he will secure
approval from the City Council for a budget.
Mrs. Truesdale then reported that the Department would be
hosting a sixty hour Continuing Education Workshop for Community
Health Nurses working in Public Health Regions I and II starting
September 12, 1974. The course will be held on the Wayland Campus
starting September 12, 1974 from 1:00 - 5:00 p.m. and will continue
for fifteen weeks.

Dr. Heys commented on the monthly narrative. Mr. Langford
pointed out the need for a correction in the wording. Mrs. Truesdale
will make the correction and mail each member a revised narrative
to be attachedto the existing report.
The new members were welcomed to the Board. The meeting was
adjourned at 8:45 p.m. Following the meeting the new members were
provided a tour of the facilities and an orientation to types of
services provided.
