HEARING VISITORS PRESENT:
Any person is invited to attend meetings of your City Council to discuss
matters of individual concern, to present and discuss proposals, to par-
ticipate in public hearings or to be a visitor. If you are present to
appear before the City Council for any item on the agenda, please advise
the City Clerk and you will be heard at the earliest convenience. Should
you have an item you want to appear on the agenda, please make your re-
quest known in writing to the Mayor or City Manager at least one week in
advance of the regular City Council meetings held on the second and fourth
Tuesday of each month. Your presence is appreciated and you are invited
to attend any part or all of the City Council meetings.
Article 6252-17~ V.T.C.S., the Open Meetings Law, was revised September 1,
1975 to require: (1) Notice of any meeting to be posted in a public place
readily accessible to the general public at all times; the City Council of
the City of Plainview has authorized the posting to be in the Plainview
City Hall and the Plainview Police Department reception area, which is
readily accessible to the general public at all times, and (2) any ad-
ditional subject not previously included on the published and posted agen-
da shall be accompanied by a statement describing the nature of the urgent
public necessity requiring their addition to the agenda. The policy of
the City Council of the City of Plainview is that no additional items will
be included on the published agenda later than 4:00 p.m., Thursday, pre-
ceding the Council Meeting unless accompanied by a statement describing
the nature of the urgent public necessity requiring the addition to the
agenda.

of the Community Development Block Grant Program for non-metropolitan dis-
cretionary grants under Title I of the Housing and Community Act of 1974,
and that the City Cduncil of the City of Plainview desires the Mayor to act
as the Chief Executive Officer and Authorized Representative and authorize

building and structumes; providing for specific use permits for certain
uses; recognizing non-conforming uses and structures and rules for the
regulation thereof; creating a board of adjustment and providing rules
and regulations for its organization, proceedure, jurisdiction and
powers; setting forth the requirements for building sites and the
manner of their creation; providing for a certificate of occupancy
and compliance; defining certain terms; adopting a zoning district
map and making it part of this ordinance; making all figures, letters,
markings, symbols and charts contained in said:ordinance or shown on
the map a part of this ordinance; providing a method for amending such
ordinance; providing a penalty for violation of the provisions of such
ordinance not to exceed $200 for each violation; also providing in-
junctive relief to persons affected by the violations of said ordin-
ance; and providing a saving clause.

ment in favor of Southwestern Public Service Company for installation of
a street light on Lot 12, Block 1, Williams Sub-division to the City of
Plainview. Said easement being located on the North ten foot edge of said
Lot 12 and authorize the Mayor to sign. (See attached easement).
Receive for consideration, discussion and approval, the request of the
Plainview/Hale County Airport Board, requesting the City Council to de-
clare a surplus property, a portion of the land presently owned by the
Airport. Authorize the bid letting and authorize the funds to be used

MINUTES CITY COUNCIL REGULAR MEETING
The City Council of the City of Plainview met in regular session at 7:30 p.m., in
the Council Chambers of the City Hall with Mayor John D. Stoneham presiding and the fol-
lowing Alderman present: Neal Williams, Medlin Carpenter, Jeane Browning, Tom Almon and
Lloyd Woods.
Also present were Marshall Pharr-City Manager, Joe Sharp-City Attorney, M. L. Rea-
Ci-ty Clerk, William R. Hogge-Director of Public Works, Johnnie Ballew-Director of Public
Safety, Norman Huggins-Director of Finance, Robert Ratcliff-Traffic Safety Coordinator
and Emma Quintanilla-Administrative Secretary.
Also present were Richard Orr-Plainv~ew, Daily Herald, Jim Davis-Plainview Reporter'
Newsy, Chuck Martin-KVOP Radio, Bill Bruder-KKYN Radio, Charles Bechtold-KAMR in Amarillo,
Bill SoRelle, Bob Wayland, Paul Lyle-Dulaney's, Alicia Robles, Irene Morales, Diego Mor-
ales and Randy Kidd.
Invocation was given by Norman Huggins.
The Mayor announced the new organization of a new committee called "Mayor's Envir-
onmental Study Committee", each member serving for a term of two years, and presently
includes five members: Nancy Bublis, Marion Trevino, Howard Hatch, John Smith, J. Hoyt
Bowers.
Open Public Hearing on the City of Plain~iew's application of the City of Plain-
view to avail itself of the Community Development Block Grant Program for non-metro-
pQlitan discretionary grants under Title I of! the Housing and Community Act of 1974.
It was moved by Alderman Carpenter, seconded by Alderman Williams, to close the
public hearing. Motion carried unanimously. The Resolution was read for introduction.
It was moved by Alderman Carpenter, seconded by Alderman Woods, to award Higgin~ ·
botham-Bartlett of Ptainview the ~id_ for~ d~im link fencing.- Motion ca~ied~una~mously.
It was moved by Alderman Carpenter, seconded by Alderman Williams, to adopt Ordin-
ance No. 76-1945, an ordinance declaring the necessity for and ordering the paving and
improvement of portions of certain streets in the City of Plainview, Texas. Motion

carried unanimously.
It was moved by Alderman Browning, seconded by Alderman Carpenter, to adopt Resol-
ution No. R76-068, a resolution ratifying, approving and adopting plans and specifications
of the City Engineer of Plainview, Texas, for the improvement of Unit 1-76, Unite 2-76,
Unit 3-76; designating for street improvement, directing the filing of same, and ratify-
ing, approving and adopting report of the City Engineer publicly advertising for sealed
competitive bids. Motion carried unanimously.
It was moved by Alderman Browning, seconded by Alderman Woods, to adopt Resolution
No. R76-069, a resolution asserting correctness of preamble and directing the Mayor of
the City of Plainview, Texas, to execute contract with High Plains Pavers, Inc., a cor-
poration, and specifying the terms thereof. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Williams, to award the bid
of street improvements to High Plains Pavers, Inc.. Motion carried unanimously.
It was moved by Alderman Williams, seconded by Alderman Carpenter,~ to approve the
minutes of the regular City Council meeting on April 13, 1976. Motion carried unanimously.
Received for filing, copies of the following minutes: Planning g Zoning Commission,
April 8th, Charitable Solicitations Commission, April 15th, Board of Electrical Examiners,
April 19th and Civil Defense Committee, April 21st.
The study of Ordinance No. 74~146§, providing for the monthly adjustment in the
rates charged for the sale of natural gas services will continue. No act~an was taken at
this time, until May 25th.
The study on an industrial park at the Plainview/Hale County Airport will continue.
No action was taken at this time.
The study on an industrial park, as recommended by the Plainview Industrial Founda-
tion, for the Gebo Company warehouse will continue. No action was taken at this time.

Garmison, Bob Wayland and members of the Charitable Solicitations Commission, to go over
the proposed changes to the solicitations ordinance.
The Zoning Ordinance establishing zoning regulations and districts in accordance
with a comprehensive plan and within such districts regulating the use o~ land, buildings
and structures, etc., will continue.
An ordinance prescribing rules and regulations governing plats, plans and subdivi-
sions of land within the incorporated area of Plainview, Texas, herein defined as the "City"
etc., is still under study. An ordinance will be ready for introduction in July.
It was moved by Alderman Carpenter, seconded by Alderman Woods, to adopt Appropria-

payable to ICX Freight for freight on body valves - Quincy Street Project. Motion carried
unanimously.
It was moved by Alderman Almon, seconded by Alderman Carpenter, to adopt Resolution
No. R76-067, designating the Plainvie? Da~ly Hem~d as the Official Newspaper of the City
of Plainview, Texas. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman Carpenter, to accept Joe Sharp's
City Attorney opinion concerning the accounting practices for the CommUnity Action Program!
and to set a reasonable time for the City to continue providing accounting practices for
the Community Action Program. Motion carried unanimously.

Received for consideration and discussion, recommendation concerning renewal of the
City of' Plainview's insurance for fire, lighting and wind storm. The City Council asked for
three proposals: (1) covering everything with a $t00 deductible, (2) eliminating everything
in value of $5,000 or tess with a $i00 deductible, and (3) eliminating evemything in value
of $10,000 or tess With ~ $100 deductible.

quest of the Plainview/Hale County Airport Board, requesting the City Council to declare

appraiser doing the appraising, submit it to the FFA when it is ready. Motion carried un-
animously.

The Mayor recommended for the committee assignments for Place Three, Lloyd Woods,
stay the same until the run-off election on May llth. Then the new Mayor could assign
Place Three and the new Place Five, their committee assignments.
It was moved by Alderman Woods, seconded by Alderman Williams, to deny~the request
of the Texas State Highway Department for improvements to Highway 400, Campbell Street
to 24th Street. Motion carried four-for and 1-against (Jeane Browning).
It was moved by Alderman Carpenter, seconded by Alderman Willaims, to adjourn the
meeting. Motion carried unanimously. Meeting adjourned at 11:20 p.m..
