6/29/2015
BOARD MEMBERS PRESENT: Mark Hardin, Kevin Carter, Joe Frank Rodriguez and David
Murphree.
STAFF MEMBERS PRESENT: Robert Zapata, City Inspector, Judy Rasher, Community Service
Secretary, and Kelly Carpenter, Community Development Manager.
GUESTS PRESENT: Paula Gomez, Alma Melendez, Enrique Melendez, Ben Coleman, Gilbert
Rodriguez, V Carillo.
Mark Ilardin called the meeting to order at 6:00 P. M.
FIRST ITEM ON THE AGENDA: Oath of office - NA.
SECOND ITEM ON THE AGENDA: Approval of June 1, 2015 minutes. Kevin Carter made a motion
to approve minutes as presented. David Murphree seconded the motion. Motion carried unanimously.
THIRD ITEM ON THE AGENDA:
BA Case # 1647: Consider the request of a special exception of the minimum front set back
authorizing the construction of a Carport under the City of Plainview Zoning Ordinance Section
37.2.2(H) Special Exceptions.
Property Owner : Ben Coleman
Address: 513 Utica
Legal Description: Block 56, Lot 1, Hefner's Reformed of the College Hill Addition
Zoning: RI
Robert Zapata presented the case before the board. Homeowner is wanint a 20 x 20 carport, 8 feet in
height, 6 inch post. 21 letters were sent out to the neighbors, 3 returned in favor of the carport. A real
estate assessment of the area was performed by a local real estate agent. A carport will enhance the value
of the property. It was determined that the construction of a carport at 513 Utica will not have a negative
effect on other nearby properties in the neighborhood.
Joe Frank Rodriguez made a motion to approve the variance based on the request. David Murphree
seconded and the motion carried unanimously.
FOURTH ITEM ON THE AGENDA:
BA Case # 1648: Consider the request of a special exception of the minimum front set back
authorizing the construction of a Carport under the City of Plainview Zoning Ordinance Section
37.2.2(H) Special Exceptions.

Robert Zapata presented the case before the board. Homeowners have a daughter with cerebral palsy.
They are wanting to building a 24 x 24 carport. 22 letters were sent out to the neighbors, 3 returned in
favor of the carport. A real estate assessment of the area was performed by a local real estate agent. The
realtor saw 3 carports on the same street. It was determined that the construction of a carport at 2506
Sabine will not have a negative effect on other nearby properties in the neighborhood.
Kevin Carter made a motion to approve the variance based on the request. Joe Frank Rodriguez seconded
and the motion carried unanimously.

authorizing the construction of a Carport under the City of Plainview Zoning Ordinance Section

Robert Zapata presented the case before the board. Homeowner is wanting to put up a 20 x 24 carport. 17
letters were sent out to the neighbors, 1 returned in favor of the carport. A real estate assessment of the
area was performed by a local real estate agent. The realtor saw that there were many carports in the area.
It was determined that the construction of a carport at 1601 Utica St will not have a negative effect on
other nearby properties in the neighborhood.
Mark Hardin made a motion to approve the variance based on the request. David Murphree seconded and
the motion carried unanimously.

BA Case # 1650: Consider the request of a special exception of the minimum front set back
authorizing the construction of a Carport under the City of Plainview Zoning Ordinance Section
37.2.2(H) Special Exceptions.

Legal Description: Block 13, Lot 2 of the High School Addition

Robert Zapata presented the case before the board. Homeowner is wanting to put up a 20 x 24 carport. 21
letters were sent out to the neighbors, 4 returned in favor of the carport. A real estate assessment of the
area was performed by a local real estate agent. The realtor saw that there were 4 carports on the same
street, from 2000 W 17 to 2011 W 17 St. It was determined that the construction of a carport at 2009
W 17th will not have a negative effect on other nearby properties in the neighborhood.
Kevin Carter made a motion to approve the variance based on the request. David Murphree seconded and
the motion carried unanimously.

authorizing the construction of a Carport under the City of Plainview Zoning Ordinance Section
37.2.2(11) Special Exceptions.

Robert Zapata presented the case before the board. Homeowner is wanting to put up a 24 x 24 carport. 16
letters were sent out to the neighbors, 1 returned in favor of the carport. A real estate assessment of the
area was performed by a local real estate agent. The realtor saw that there were 7 carports on the same
street. It was determined that the construction of a carport at 1110 W 29th will not have a negative effect
on other nearby properties in the neighborhood.
Joe Frank Rodriguez made a motion to approve the variance based on the request. Kevin Carter seconded
and the motion carried unanimously.

authorizing the construction of a Carport under the City of Plainview Zoning Ordinance Section
37.2.2(H) Special Exceptions.

Robert Zapata presented the case before the board. Homeowner is wanting to put up a 24 x 24 carport
with 4 inch post, 8 %2 feet in height. 23 letters were sent out to the neighbors, 1 returned in favor of the
carport. A real estate assessment of the area was performed by a local real estate agent. The realtor saw
several carports on the same street. It was determined that the construction of a carport at 1414
Milwaukee will not have a negative effect on other nearby properties in the neighborhood.
David Murphree made a motion to approve the variance based on the request. Joe Frank Rodriguez
seconded and the motion carried unanimously.

of the carport. A real estate assessment of the area was performed by a local real estate agent. The realtor
saw 2 carports on the same street. It was determined that the construction of a carport at 2206 Kokomo
will not have a negative effect on other nearby properties in the neighborhood.
Kevin Carter made a motion to approve the variance based on the request. David Murphree seconded and
the motion carried unanimously.
