Dr. Baldwin then asked Dr. John P. Board, Region

Aotiny Director of the Plainview -Hale County Health Department"for his i

for his perspectives for the local unit in particular~
Dr. Board prefaced his remarks by giving a definition of health as by the World Health Organization, as follows: "Health is a state of mental, physical, and social well-being; not merelythe absence of disease or infirmity." This definition, Dz. Board says, the basic goal and purpose for which he works.
