MINUTES
JANUARY 25, 1979
The Plainview -Hale County Board of Health met in regular session at
K -Bob's Steak House on January 25, 1979. Those in attendance were:
Dr. Richard E4 Morgan, Mrs, Mary Lou Truesdale, Dr. C. M. Baldwin, Dr. Hugh
H. Wilson, Jr Mrs. Donna Wilson, Dr. John P. Board, Jr., Mr. Bud Law, Mrs.
Jean Law, Mr. Ray D. Blair, Mr. Medlin Carpenter, Mr. Oliver Harmel and Mrs.
Billie Jo Newson.
The meeting was called to order by Dr. Baldwin. The minutes of the
December meeting were approved as circulated.
Mr. Law made a motion that the December bilis be paid. Dr. Wilson
seconded. Motion carried.
Dr. Morgan, Mr. Harmel and Dr. Wilson were appointed to the nominating
committee.
Dr. Baldwin asked for a report from Dr. Board, who explained the rami-
fications of the Attorney General's opinion on what nurses can and cannot do
under the supervision of a physician; also, how this will affect nursing in
general, and public health nursing at the local level, in particular. The
legal opinion of the Attorney General virtually eliminates Standing Orders.
Dr. Board states that immunizations will not be affected, but that in other
areas, adjustments will be necessary to stay in compliance. Some steps
have already been taken by himself and Mrs. Truesdale in making these adjust-
ments. Different aspects of these adjustments were discussed by the Board
members.
Then followed a discussion of the promotion of Mr. Sims to a position
with Region 2 in Lubbock, and the possibilities for his replacement at the
Health Department. Applicants are being considered.
Mrs. Truesdale then presented her report at Dr. Baldwin's request. After
issuing copies of the nurse's caseload count to each member present, Mrs.
Truesdale pointed out that some of the services were down somewhat at the be-
ginning of the new year, as compared with 1978 caseload count. Improvement
in some areas, such as Tuberculosis, are expected soon. Mrs. Truesdale said
that meeting dates for the Board had all been confirmed for 1979 by K -Bob's,
and placed in such a way as to avoid conflict with City Council meeting dates,
with the exception of February. It was decided that February 15th would be
acceptable for that month.
There being no further business to come before the Board, the meeting
adjourned.
