MINUTES
MAY 17, 1979
The Plainview -Hale County Board of Health met in regular session at the
Plainview Country Club on May 17, 1979. Those in attendance were: Dr. C.M.
Baldwin, Dr. John P. Board, Jr., Dr. Richard Morgan, Mr. Oliver Harmel, Mr.
Bud Law, Mr. Ray D. Blair, Dr. C.L. Busby, Mrs. Mary Lou Truesdale, and Mrs.
Billie Jo Newsom.
Dr. Baldwin called the meeting to order. He asked if there were any
corrections, deletions, or additions to the minutes of the last meeting. There
were none. The motion was make by Mr. Law, and seconded by Dr. Morgan that
the minutes be approved as circulated. Motion carried.
Mr. Harmel then made a motion that the bills for March and April be
paid. The motion was seconded by Mr. Blair. Motion carried.
Dr. Baldwin asked Mrs. Truesdale for her report on the activities of the
Health Department. Mrs. Truesdale stated that she had put as much of her
comments into the Board of Health Report Narrative, as possible. She added a
word of commendation for the staff for their cooperative efforts in getting
the necessary work done and for their dedication to their individual jobs as
well as to the Health Department as a whole, and to Mrs. Mahagan, who is making
a rapid adjustment as well as doing a good job, although she has had little
time for orientation. Mrs. Truesdale commended Dr. Cox for taking hold of his
responsibilities, as well as moving with good initiative, and working diligent-
ly to resolve some problem areas. She also emphasized attendance at Hypertensive
Emphasis Day on May 22.
Dr. Baldwin then asked Dr. Board for his comments. Dr. Board began by
updating the Board on recent health related legislation; for instance, an
appropriations bill, and a bill on reorganization fo Local Health Departments.
He said that the reorganizational bill is being delayed by a decision of the
legislature to submit the bill to a bi-annual study, with presentation at the
next session. He reported that the Regional Director's meeting had mostly to
do with funding problems, and that the State Department of Health is now
"back in the, milk inspection business."
Dr. Baldwin then called for the presentation of the budget by the Budget
Committee, consisting of Mr. Harmel, Dr. Wilson, and Dr. Morgan. Mr. Harmel
asked Mrs. Truesdale to make the presentation. In her presentation, Mrs. Trues -
dale stated that the main body of the budget was not changed, except to account
for increased operational costs. Mrs. Truesdale then explained that, if the
local unit was to continue to be effective, it must expand it's staffing to
include the addition of a Clerk III position, which would free professional
personnel from time-consuming clerical duties to concentrate on improvement
of nursing services. Further discussion followed. Dr. Morgan asked Dr. Board
for an objective view on the proposed Clerk III position. Dr. Board stated
that, in his opinion, the position is a necessity to the local unit.
The Budget Committee then left the approval or disapproval of the budget,
up to the Board of Health, without specific recommendation.

The Motion was made by Mr. Blair, seconded by Dr. Morgan, that the budget
be approved as presented, in two parts, with the Clerk III proposed position
as a separate considOiation. Motion carried.
The upcoming budget meeting was duscussed and there was concurrence by
the oard that concerned officials of the towns of Hale Center, Petersburg,
and bernathy be invited to participate in the meeting, at which it will be
deci ed on the basis of participation, whether they will actively support
Heal.h Department Services, or submit a formal withdrawal. Continued reception
of e vironmental health services will depend on the respective city ordinances
of t.wns involved.
Dr. Baldwin asked if there was any further business to come before the
Boar. Since there was none, Mr. Harmel moved for adjournment. Mr. Law
sac°ded the motion. Motion carried. The meeting adjourned.
