HomeMy WebLinkAbout07-27-1979 Board of Health MinutesP LB cougummalOUH LTH MINUTES JULY 27, 1979 The regular meeting of the Plainvlew-Hale County Board of Health as held at K -Bob's on July 27, 1979. Those present 'ere: Dr. C.M. Baldwin, Bud Law, Dr. John P. Board, Jr., Dr. Hugh H. Wilson, Jr., Mayor Bob Wayland, John Hatchel, Mrs. Iva Jean West, Dr. James Cox, Jr., Oliver.Harmel, Mrs. Mary Lou Truesdale, and Tonga Mahagan. The meeting was called to order by Dr. Baldwin. The minutes of the last meeting were approved as circulated. The motion was made by Mr. Harvel to pay the bills for June. Motion was seconded by Mr. Law. Motion carried. Mrs. Iva Jean was then introduced as a new Board member, replacing Ronnie Hutcherson. Dr. Cox was introduced to the Board as the Health Department's Sanitarian. Mr. John Hatchel, the new City Manager was welcomed and introduced to the Board. Mr. Hatchel was then asked if he had any comments. He stated that he had always been appreciative of the County Health Departments. He stated that Mrs. Truesdale and himself spent some time reviewing the budget. He believes the budget is a good one for the Health Department, but that it still must go through the City Council. He was impressed with the programs the Health Department has going and particularily impressed with the explanations that Mrs. Truesdale gave to his questions. He is looking forward to working with the Board. Dr, Baldwin then asked if Dr. Board had any comments. Dr. Board had said before about 314B cuts; the Health Department did not suffer from these cuts. Plainview was not asked to participate in these cuts. There are some other potential problems. The next biennium is beginning. The Health Departments usually start off over budgeted. The government has said that all Departments will start on zero. Two regional grants are being worked on: The Improved-PcyOutcome and Improved Child Health. These grants have been verbally approved. The money has not been received but the program should begin around the first of October. The grant will place one nurse and one comp- m,unity service aide. This nurse and aide will be under the supervision of Mrs. Truesdale. They will be paid out of regional budget. The grant is a fiv year - year to year - grant. He and his family had supposedly gotten ill after eating this and had gone to the hospital in Floydada. There was no physician available in Floydada and he took them. to Lockney where Dr. Gary Mangold saw them for suggestive symptoms only. Dr. Mangold could not demon- strate anything. They were complaining of nausea and abdominal cramping. They suspected that the product might have been infested with maggots. Drb`angold requested that the meat be inspected at Floydada. Mrs• Truesdale contacted the manager at Winn-Diiie and on the 4th of July they inspected every can "af this brand of meat in the store. They could find nothing wrong with any of the cans. Mrs. Truesdale listed the cans by lot number. Dr. Board was con- tacted and requested that Mrs. Truesdale work with the Food and Drug Inspector, Ray Ashley, on the inspection of the ,.meat. Mr. Ashley contacted the laboratory in Floydada and was informed that they could find no evidence of maggots. Eight people had one can of this meat for lunch with some of the meat left over.'The family's attorney has made several inquiries into the matter. The problem was turned over to Ray Ashley. Mrs. Truesdale inspected the con- cession stands at the 4th of July festival. The nbmisaating committee will be elected next month. Dr. Baldwin asked if there was any further business to come before the Board. Since there was none Dr. Wilson moved for adjournment. Mr. Hamel seconded the motion. Motion carried. Meeting adjourned.
