MINUTES
October 25, 1979
The Plainview -Hale County Board of Health met in regular session
on October 25, 1979, at K-Bab's Steak House. Those present were:
Mrs. Iva Jean West, co-chairman, who presided at the meeting in the
absence of Dr. C.M. Baldwin; Dr, John P. Board, Jr., Mrs. Mary Lou
Truesdale, Mr. Ray D. Blair, Mayor Bob Wayland, Mrs. Bud Law, Mr. Bud
Law, Dr. Hugh H. Wilson, Jr., Mr. Oliver Harmel, Dr. Richard E. Morgan,
and Mrs. Billie Jo Newsom.
The meeting was called to order by Mrs. West, who asked for a
motion that the minutes be approved as circulated and read. Dr. Morgan
so moved. Mr. Blair seconded the motion. Motion carried.
The motion was made by Dr. Wilson, seconded by Mr. Harmel, that
the bills for September be paid. Motion carried.
At the request of Mrs. West, Mrs. Truesdale began her report
with a brief summary of the budget expenditures for 1978-79. She comment-
ed that there was some discrepancy in figures between the Health De-
partment and the City of Plainview, but the respective clerks had worked
together to satisfy the discrepancy as nearly as they could. She
stated that $3,447.00 had been returned to the City and County, of the
amount budgeted to the Health Department. The largest partion of the
returned amount was in the area of office supplies and linic supplies.
Clinic supply overage was due (as had been reported pre iously), to
some supples geven to the local unit by the state, and hich was left
over from the flu vaccine program. The overage in offi e supplies
was due in part to the fact that stationery had not bee purchased as
anticipated. We were over in janitorial supplies, in w ich budgeted
amount was not raised; also-, ran over in the telephone budget, in
which the budgeted amount was raised. Hire of equipment was under)about
$500.00. The budgeted amount for this item was reduced slightly. Mrs.
West then asked Mrs. Truesdale some questions about the amount of the
yearly budget, and in what ways the monies were used. Mrs. Truesdale
gave her the agencies and the amount of monies contributed by each to
the variouseservices and programs of the Health Department. Again,
Mrs. Truesdale emphasized the need for more clerical support if the
Health Department is to be efficient in handling the exra work load
caused by exgension of services, using the Improved Child Health
Program funding. Mrs. Truesdale reported the resignation of Mrs. Tanya
Mahagan, Clerk -Typist I, as of November 21st. No replacement for Mrs.
Mahagan has yet been found. The clerk -trainee position has been filled
by Mrs. Josie Barrientos, who will begin training on October 29. Mrs.
Truesdale concluded her report by informing the Board that the Health
Department will host a Food Service Manager's School at Ilene...Estacado
Museum. Dr. Cox will be assisted in conducting the school by Ray Ashley
of Region II staff. Letters of invitation are being mailed to each
Food Service Manager in Hale County, urging them to attend, or send
representation, who will then become responsible for training their
personnel.

Dr. Board began his remarks with a report on two Senate interim mcommittee hearings held in Lubbock on October 15 and 16. He shared

Dr. Wilson raised the question of limitation of local autonomy by the legislation. Dr. Board answered by saying that present pro-
posed legislation does not dilute local authority.On the contrary, n

»on a statewide basis. Dr. Board informed the Board that there are local units who do not have a Board of any kind, and others, forinstance), who only have Advisory Boards. Dr. Board asked the Board for their considered opinion in regardt whether would like to explore a little further,in terms of absolute and kind of approach,in regard to permitting by Dr. Cox, of fond service establishments in Hale Center, Abernathy, and Peters-
burg. The present approach now being usod was explained by Dr. Board,
who out that inspection was authorized by the State, but per-
mitting was strictly a local matter. Further, he said that Dr. Cox in state employ, and his travel is paid by the City of Plainviewand Malo county. Abernathy and Hale Center charge permit fao~^potoro6org does not, but the permit fees go into the respective city where they are collected, and these cities are not now con-
tributing to reimbursement to Plainview -Hale County Health Districtfor expenses incurred by travel and permitting food establishmentsin their towno. General discussion by the Board ensued, but no actionwaa taken. It was agreed that this matter would be placed on the agendafor the next regular meeting of
the Board.
