HomeMy WebLinkAbout11-29-1979 Board of Health MinutesPLAINVIEW-HALE COUNTY BOARD OF HEALTH MINUTES November 29, 1979 The Plainview -Hale County Board of Health met in regular session at K -Bob's Steak House on November 29, 1979. Those attending the meeting were; Dr. Richard E. Morgan, Mrs. Iva Jean West, Mr. Oliver Harmel, Mr. Bud Law, Dr. C.M. Baldwin, Mayor Bob Wayland, Dr. John P. Board, Jr., Mrs. Mary Lou Truesdale, Judge Bill Hollers, Mr. Ray D. Blair, Plainview City Manager John Hatchel, and Mrs. Billie Jo Newsom. Dr. Balwin, chairman of the Board, called the meeting to order. Mrs. West moved that the minutes of the last meeting be approved as circulated and read. Dr. Morgan seconded the motion. Minutes were approved. A motion was then made by Mr. Law that the September bilis be paid. The motion was seconded by Mrs. West. Motion carried. The next item taken for consideration by the Board, was milk sampling. After discussion, the motion was made by Dr. Morgan that milk sampling now being done under jurisdiction of the local Health Department unit, be discontinued, in view of the fact that state law now places this responsibility in the hands of the State Health Department. The local sanitarian may, however, assist with milk sampling at the request of, and in submission for the State Milk Inspector, Mr. Farmer, of State Health Region 2, Lubbock, The motion was seconded by Mr. Blair. Motion carried. The subject of permitting of food establishments in Hale Center, Abernathy, and Petersburg, was brought up for discussion. It was suggested that letters be sent to the city councils of the respective towns, outlining the items that con- stitute the expense involved in inspection and permitting in their towns. The letter would suggest that each town pay their pro rata share of Health Department expense for services; or, estimate the expense involved for each individual town, including time, travel, and clerical expenses. The other alternative would be to discontinue all services to the respective towns. Dr. Morgan put these suggestions into the form of a motion. Mr. Harmel seconded. Motion carried. The mext item of business was a presentation by Plainview City Manager, John Hatchel, stating his desire that all city -paid employees, including those at the Health Department, should be under the same holiday schedule as other city employees. General discussion followed regarding the importance of Health Depart- ment staff working as a unit. Judge Hollers expressed his opinion that the personnel policies should remain the same for all Health Department staff. The motion was made by Dr. Board that the Health Department employees remain on state holidays in order to maintain staff cohesion, but to join with the City and County in petitioning the state to cut back on the number of state holidays. The motion was seconded by Mrs. West. Motion carried. MINUTES Page 2 Dr. Baldwin briefly called the attention of the Board to the nursing services page Of the Board of Health Report, by saying that the number of services rendered in the month of October were the greatest yet, since he had been taking note of them in past months.
