HEARING VISITORS PRESENT: Any person is invited to attend meetings of your City Council to discuss matters of individual, concern, to present and dis- cuss proposals, to participate in public heamings or to be a visitor. If you are present to appearbefore the City Council for any item on the agenda, please advise the City Clerk and you will be heard at the earliest convenience. MINUTES CITY COUNCIL REGULAR MEETING The City Council of the City of Plainview met in regular session at 7:30 p.m., in the Council Chambers of the City Hall with Mayor J. Robert Wayland presiding and the following Alderman present: Medlin Carpenter, Jeane Browning, Tom Almon, Lloyd Woods and Bill SoRelle. Also present were: Marshall Pharr-City Manager, Joe Sharp-City Attor- ney, M. L. Rea-City Clerk, Harold Gladman-Director of Planning, Wm. R. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Browning, to award the sale of bonds to Rotan Mosl~, Inc. at a coupon rate of $224,043.75 and premium of -0- and effective rate of 4.897131. Motion carried unanimously. (There were 17 bids received.) It was moved by Alderman SoRelle, seconded by Alderman Carpenter, that any rule requiring ordinances to be read more than one time or at more than one meeting be suspended. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman Browning, that the Ordinance No. 76-1955 be approved for adoption. Motion carried unanimously. Ward to rezone the East 70 feet of Lots 7 & 8, Block 71, Highland Addition, located at 1709 W. 16th from an R-2 Zone to a C-1 Zone for Commercial use. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Woods, to adopt Ordinance No. 76-1958, amending the Zoning Map of the City of Plainview. Motion carried unanimously. Motion carried unanimously. Received for filing, the following copies of minutes: Charitable Solicita- tions Commission, June 17th; Planning & Zoning Commission meeting, June 24th; Board of Adjustment meeting, June 28th; and a City Council Special meeting, J.une 29th. The study and authorization of the City Attorney to prepare an ordinance and/or contract designating an industrial park at the PtainviewlHale County Airport is still under study. The study and authorization of the City Attorn~ey to prepare an ordinance and/or contract designating an industrial park as recommended by the Plainview Industrial Foundation and approved by the City Council for the Gebo Company ware- house is still under study. The Zoning Ordinance establishing zoning regulations and districts in accor- dance with a comprehensive plan and within such districts regulating the use of land, buildings and structures, etc., is still under study and will be ready for adoption on August 19, 1976. An ordinance prescribing the rules and regulations governing plats, plans and subdivisions of land within the incorporated area of Plainview, Texas herein defined as the "City", etc., is still under study. It was moved by Alderman SoRelle, seconded by Alderman Woods, to adopt Ordinance No. 76-1960, an ordinance setting the rate to be charged for sewer service and sewer disposal service in the City of Plainview, Texas, and repealing all ordinances or part of ordinances in conflict herewith. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Ap- propriation Ordinance No. 76-1962, from Revenue Sharing Acct. 427, in the amount of $9~[3.00 payable to Unistrut Texas, Inc. for traffic sign poles and hardware for r,~placement purposes. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Carpenter, to adopt Appro)riation Ordinance No. 76-1963, from Revenue Sharing Acct. 427, in the amount of $2~,000 transfer to Street Department Acct. 612-308 for street maintenance im- provelaents and purchase of material. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman SoRelle, to adopt Reso] Zion No. R76-075, a resolution granting to Wayland Baptist College an ease~ ~nt and permission to erect and maintain a pipeline under and across the follow,lng City Streets: across Smythe at a place between 8th & 9th Street; across West ~th at a place between Smythe and Travis Street; and across Vernon at a place between 7th & 8th Streets. Motion carried unanimously.
