A. NOTICE: No other bids on the City of Plainview, Texas, $550,000
General Obligation Bonds, Series1976 will be received.
HEARING VISITORS PRESENT:
Any person is invited to attend meetings of your City Council
to discuss matters of individual, concern, to present and dis-
cuss proposals, to participate in public heamings or to be a
visitor. If you are present to appearbefore the City Council
for any item on the agenda, please advise the City Clerk and
you will be heard at the earliest convenience. Should you have
an item yo~want to appear on the agenda', please make your re-
quest known in writing to the Mayor or City Manager at least
one week in advance of the regu~lar City Council meetings held
on the second and fourth Tuesday of each month. Youm presence
is appreciated and you are invited to attend any part or all
of the City Council meetings.
Article 6252-17, V.T.C.S., the Open Meetings Law, was revised
September 1,~.1975 to require: (1) Notice of any meeting to be
posted in a public place readily accessible to the gener&& pub-
lic at all time's; the City Council of the City of Plainview has
authorized the posting, to be in the Plainview City Hall and the
Ptainview Police Department reception area, which is readily
.accessible to the general public at all times, (2) any additional
subject not previously included on the published and posted agenda
shall be accompanied by a statement describing the nature of the
urgentpublicnecessity requiring their addition to the agenda.
The policy of the City Council of the City of Plainview is that no
additional iten~s will be included on the published agenda later
than 4:00 p.m., Thursday, preceding the Council Meeting unless
accompanied by a s~atement describing the nature of the urgent
public necessity requiring the addition to the agenda.

mits for certain uses; recognizing non-conforming uses and
structures and rules for the regulation thereof; creating a
board of adjustment and providing rules and regulations for
its organization, procedure, jurisdiction and powers; setting
forth the requirements for building sites and the manner of
their creation providing for a certificate of occupancy a~d
compliance; defining certain terms; adopting a zoning district
map and making it part of this ordinance; making all figures,
letters, markings, symbols and charts containing in said or-
dinance or shown on the map a part of this ordinance; providing
a penalty for violation of the provisions of such ordinance noz
to exceed $200 for each violation; also providing injunctive
relief to persons affected by the violations of said ordinance;
and providing a saving clause.
An ordinance prescribing rules and regulations governing plats,
plans and sub-divisions of land within the incorporated area of
Plainview, Texas, herein defined as the "City"; containing cer-
tain definitions providing for final approval of sub-divisions
by sections; prescribing regulatinns for streets, sidewalks,
alleys, sanitary utilities and community facilities.
Providing for a penalty of not more than $200 for each violation
thereof; repealing all conflicting ordinances; providing a valid-
ity clause; andproviding an effective date.

MINUTES CITY COUNCIL REGULAR MEETING
The City Council of the City of Plainview met in regular session at
7:30 p.m., in the Council Chambers of the City Hall with Mayor J. Robert
Wayland presiding and the following Alderman present: Medlin Carpenter,
Jeane Browning, Tom Almon, Lloyd Woods and Bill SoRelle.
Also present were: Marshall Pharr-City Manager, Joe Sharp-City Attor-
ney, M. L. Rea-City Clerk, Harold Gladman-Director of Planning, Wm. R. Hogge-
Director of Public Works, Johnnie Ballew-Director of Public Safety, Norman
Huggins-Director of Finance, Mike McGregor-Administrative Assistant and Emma

It was moved by Alderman Woods, seconded by Alderman SoRelle, to approve
the notice of sale of bonds and official statement. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Browning, to
award the sale of bonds to Rotan Mosl~, Inc. at a coupon rate of $224,043.75
and premium of -0- and effective rate of 4.897131. Motion carried unanimously.
(There were 17 bids received.)
It was moved by Alderman SoRelle, seconded by Alderman Carpenter, that
any rule requiring ordinances to be read more than one time or at more than
one meeting be suspended. Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman Browning, that the
Ordinance No. 76-1955 be approved for adoption. Motion carried unanimously.

the public hearing on Zone Case No. 300, request of V. D. Ward to rezone the
East 70 feet of Lots 7 & 8, Block 71, Highland Addition, located at 1709 W. 16th
from an R-2 Zone to a C-1 Zone for Commercial use. Motion carried unanimously.

the public hearing on Zone Case No. 301, request of Browning Seed Company for

It was moved by Alderman Woods, seconded by Alderman Almon, to approve the
City Council regular meeting minutes of June 22, 1976. Motion carried unanimously.
Received for filing, the following copies of minutes: Charitable Solicita-
tions Commission, June 17th; Planning & Zoning Commission meeting, June 24th;
Board of Adjustment meeting, June 28th; and a City Council Special meeting, J.une
29th.
The study and authorization of the City Attorney to prepare an ordinance
and/or contract designating an industrial park at the PtainviewlHale County Airport
is still under study.
The study and authorization of the City Attorn~ey to prepare an ordinance
and/or contract designating an industrial park as recommended by the Plainview
Industrial Foundation and approved by the City Council for the Gebo Company ware-
house is still under study.
The Zoning Ordinance establishing zoning regulations and districts in accor-
dance with a comprehensive plan and within such districts regulating the use of
land, buildings and structures, etc., is still under study and will be ready for
adoption on August 19, 1976.

service and sewer disposal service in the City of Plainview, Texas, and repealing

Appropriation Ordinance No. UR 226-76, from the Sewer Utility Revenue Bond Acct.
426, in the amount of $5,943.84, payable to Industrial International, Inc., for
water works materials. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Ap-

West ~th at a place between Smythe and Travis Street; and across Vernon at a
place between 7th & 8th Streets. Motion carried unanimously.

It was moved by Alderman Carpenter, seconded by Alderman Woods, to approve
the request of Mrs. V~nita F. Ray, authorizing paving of the alley of the North-
part alley between Lexington and Kokomo Streets, Soulh of 8th. Motion carried un-
animously.
Received for study, proposal of Hale County Juvenile Advisory Board, con-
cerning adoption of an ordinance establishing a curfew pertaining to children under
17 years of age.
It was moved by Alderman Carpenter, seconded by Alderman SoRelle, to approve
the recommendations for the purchase of miscellaneous water and sewer material for
sub-divisions installation and inventory. Motion carried unanimously.
