HEARING VISITORS PRESENT: Any person is invited to attend meetings of your City Council to dis- cuss matters of individual concern, to present and discuss proposals, to participate in public hearings or to be a visitor. If you are present to appear before the City Council for any item on the agenda, please advise the City Clerk and you will be heard at the earliest convenience. Should you have an item you want to appear on the agenda, please make your request known in writing to th6 Mayor or City Manager at least one week in advance of the regular CiTy Council meetings held on the second and fourth Tuesday of each month. Your presence is ap- preciated and you are invited to attend any part or all of the City Council meetings. Article 6252-17, V.T.C.S., the Open Meetings Law, was revised September 1, 1975 to require: (1) Notice of any meeting to be posted in a public place readily accessible to the general public at all times; the City Council of the City of Plainview has authorized the posting to be in the Plainview City Hall and the Ptainview Police Department reception area, which is readily accessible to the general public at all times, (2) any additional subject notpreviously inlcuded on the published and posted agenda shall be accompanied by a statement de- scribing the nature of the urgent public necessity requiring their ad- dition to the agenda. The policy of the City Council of the City of Plainview is that no additional items will be included on the published agenda later than 4:00 p,m., Thursday, preceding the Council Meeting unless accompanied by a statement describing the nature of the urgent public necessity requiring the addition to the agenda. MINUTES CITY COUNCIL REGULAR MEETING The City Council of the City of Plainview met in regular .session at 7:30 p.m., in the Council Chambers of the City Hall with Mayor J. Robert Wayland presiding and the following Alderman present: Medlin Carpenter, Jeane Browning, Tom Almon, Lloyd Woods, and Bill SoRelle. It was moved by Alderman Carpenter, seconded by Alderman Woods, to grant the proposed con- struction~ and authorize~he~-Ma~or to sign easement. Motion carried unanimously. Marshall Pharr-City Manager, read his letter of transmittal to the City Council and persons present. It was moved by Alderman Browning, se- conded by Alderman Almon, to open the public hearing for discussion.* Aldemman Lloyd Woods asked the Mayor if he may read a statement he had prepared to the City Council. Upon permission and reading of his statement, it was moved by Alderman Carpenter, seconded by Alderman Woods, that the public hearing be closed. Motion carried unanimously. Motion carried unanimously, It was moved by Alderman Woods, seconded by Alderman Almon, to approve the minutes of the regular City Council meeting held on July 13, 1976. Motion carried unanimously. Motion carried unanimously. Study was to be continued on preparing an ordinance amending the cost and services for license fee and pound charges for animal control. After questions and discussion, Jeane Browning announced that the City Council, Mayor and City Managem had pledged $500.00 to be given to this project. A letter was read from John Anderson, Plainview Housing Authority, Chairman~ requesting Police authority for necessary work at Date Street Housing. City Attorney-Joe Shamp stated that these was sufficient police patroling the area and the Police Department had the authority to investigate or patrol the area already. No action was taken on this matter. Received for informationand discussion, notice of a public hearing in Gas Utilities Docket No. 706 before the Texas Railroad Commission. It was moved by AldemmanSoRelle, seconded by.Alderman BroWning, to authorize'the Mercantile National Bank to release $35,000 in securities to First National Bank of Plainview, Texas. These securities are pledged to the City of Plainview as security for deposits. Motion.carried unanimously. It was moved by Alderman Carpenter~ seconded by Aldemman Woods, to adopt Appropriation Ordinance No. 76-1971, from Revenue Sharing Account 427-680 in the amount of $400 payable to W. F. Moore for removal of debris and clearance of Lots 6 & 7, Block 2~ Elmdale Addition, 209 S. Broadway. Motion carried unan- imously. Mayor Wayland introduced~to the City Counciland the public present, the new Administrative Assistant, Bruce Byron. He will be taking Mike McGregor's position. It was moved by Alderman Carpenter, seconded by Alderman Woods, that discussion be tabled on the request of Mt. Olive Baptist Church offering to sale a lot for $1,500. They had originally wanted to buy a lot oWned by the City being located next to their lot. Then they wanted to exchange it for July 27, 1976 Page 8 MINUTES CITY COUNCIL REGULAR MEETING some other property, but decided they want cash for their property. Motion carried unanimously that this discussion be tabled. It was moved by Alderman Carpenter, seconded by Alderman Browning, that the meeting be adjourn. Motion carried unanimously.
