October 30, 1980
The Plainview -Hale County Board of Health met in regular session on
October 30, 1980 at K -Bob's. Those in attendance were: Dr. C.M. Baldwin,
Mayor Bob Wayland, Mr. James Belk, Mrs. M.L. Truesdale, Mrs. M.G. Rodriguez,
Dr. Richard Morgan, Mr. Bud Law, Mr. John Hatchel, Mr. Tom Aday, Mr. Oliver
Harmel, and Dr. Randall Heye.
The meetin was called to order by the Vice -Chairman, Dr.Baldwin.
The motion vas made by Dr. Morgan that the minutes be approved as
corrected. The motion vas seconded by Mr. Law. Motion carried.
Dr. Morgan had the information on the Tanning Booths and a copy was
given to each member that vas present. He said several months ago the
Board vas concerned with the operation of the Tanning Booths. Dr. Morgan
said that the letter would better inform the operators of the tanning booths
of the risks involved. The individuals would also determine if they wanted
to take the risk of using the Tanning Booths.
Mr. Aday said that the drugs be translated into trade names rather than
by chemicals so that people could recognize them. He said that Maybe Mr,
Terry Teague could translate the chemicals into trade names.
The motion was made by Dr. Morgan that the letter be sent to the Tanning
Booths and newspapers. The motion as seconded by Mr. Law. Motion carried.
Mr. James Belk said that the Commissioners had voted for a clerk typist.
He also stated that the Jail vas crowded and thanked Dr. Mary Bublis and Mrs.
Truesdale for treating the jail patients.
Dr. Baldwin said that he was pleased to know that the Health Department
was able to hire a clerk typist. He said he knew the Health Department would
be able to operate as before.
Dr. Heye said that V.D. patients were satisfactorily being taken care of.
Mrs. Truesdale said that there has been no replacement for Regional
Director as yet. She also said that Dr. Ross mas urging the Health Department
to stay with a local doctor.
Dr. Baldwin said that as of October 1980, the Board of Health members
responsible for paying their own meals.
The question of locally paid employees being eligible for longevity was
brought up by Mrs. Truesdale. Mr. John Hatchel felt that the locally paid
employees of the Health Department vere starting at higher salaries compared to
the City employees. The employees were also getting more fringe benefits that
City employees. Therefore, he felt that locally paid employee should not be
eligible for Longevity pay.

Discussion was held by the Board of Health members. A committee composed of
Mr. Rachel, Mrs. Truesdale and Mr. Belk were appointed in order to bring a
resolution on longevity to the next Board of Health meeting.
Dr. Mbrgan moved that the meeting be adjourned, Mr. Bud Law seconded.
Meeting adjourned.
