The Plainview -Hale County Board of Health met in regular session on December
4, 1980 at K-Bobts. Those in attendance were: Dr. Larry Karrh, Dr. C.1. Baldwin,
Mr. James Belk, Mr. Oliver Hamel, Mrs. Mary Lou Truesdale, Maria Rodriguez,
Dr. Richard Morgan, Mrs. I. Jean West, Dr. C.L. Busby, Dr, Hugh H. Wilson, and
guest, Mrs. Wilson, and City Secretary of Petersburg, Meso Jesse Nave.
The meeting was called to order by the chairman, Dr. Karrah.
The motion was made by Dr. Baldwin that the minutes be approved as re-
circulated. The motion was seconded by Iva Jean West. Motion carried.
The next order of business concerned all outstanding bills. The motion
was made by Dr. Wilson, and seconded by Dr. Baldwin, that these bills be paid.
Dr. Karrh said that they were pleased with the jail patients that were seen
for the month of October and the continuing interagency cooperation.
Dr. Karrh welcomed Mr. Nave to the Board of Health meeting. He also said
that they were pleased to have Petersburg join our cooperating organization.
Discussion concerning weather policy for the Department of Health las held
due to recent severe weather conditions. Mrs. Truesdale submitted some guide-
lines to help the Health Department in case of severe weather. The weather
Policy Recommendations were discussed and revised by the Board. Dr, Wilson
Trade a motion that it be accepted and seconded by Mrs. West. Motion carried.
Dr. Busby said that the State has not appointed a Director for Region II
and it is being supervised by the Region I Director from Canyon. Discussion
was held concerning the leadership of the Hale -County Health District. Dr.
Busby moved that a committee by appointed to find a physician to take clinical
responsibility for the Health Department. The motion vas seconded by Mr. Hamel.
Motion carried.
Dr. Karrh appointed a Resource Committee to look into selecting a physican
for Director of the Plain -view -Hale County Health District. Apponted for the
Resource Committee are: Mr. Hamel as chairman, Dr. Nilson, and Dr. Baldwin.
Mrs. Truesdale mos appointed as consultant to the committee.
Mrs. Truesdale said that Dr. Baldwin had asked last month that Mr. Hatchel,
Jaynes Belk, and herself come up with a policy statement about Longevity Pay.
They recommend the statement read as follows: As long as entry level salaries
and fring benefits for locally paid employees are at a higher rate in the Plainview -
Hale County Health District than other participating governmental agencies!
employees, longevity pay will not be applicable to the employees of the Health
Department.
Merit Increases for local Health Department employees will be considered
annually during the Budget preparation,
Dr. Wilson proved it be accepted and Dr. Morgan seconded the motion.
Motion carried.
Dr. Busby moved the meeting be adjourned. It was Seconded by Dr. Baldwin.
Motion carried. Meeting adjourned.
