HEARING VISITORS PRESENT:
A. Any person is invited to attend meetings of your City Council
to discuss matters of individual concern, to present and dis-
cuss proposals, to participate in public hearings or to be a
~. ~.visitor. If you are present to appear before the City Council
for any item on the agenda, please advise the City Clerk and
you will be heard at the earliest convenience. Should you
have an item you want to appear on the agenda, please make
your request known in writing to the Mayor or City Manager
at least one week in advance of the regular City Council meet-
ings, held on the second and fourth Tuesday of each month.-
Your presence is appreciated and you are invited to attend
any part or all of the City Council meetings.
Article 6252-17, V.T.C.S., the Open Meetings Law~ was revised
effective September 1, 1975 to require: (1) Notice of any meet-
ing to be posted in a public place readily accessible to the
general public at all times; the City Council of the City of
Plainview has authorized the posting to be in the Plainview City
Hall and the Plainview Police Department reception area, which
is readily accessible to the general public at all tim-es, and
(2) Any additional subject not previously included on the pub-
lished and posted agenda shall be accompanied by a statement
describing the nature of the urgent public necessity requiring
their addition to the agenda. The policy of the City Council of
the City'of Plainview is that no additional items will be included
on the.published agenda later than 4:00 p.m.., Thursday, preceding
the Council meeting unless accompanied by a statement describing
the nature of the urgent public necessity requiring the addition
to the agenda.

AUTHORIZATION FOR'STUDY, PREPARATION, INTRODUCTION AND ADOPTION OF
ORDINANCES, RESOLUTIONS AND PROCLAMATIONS:
A. Discuss proposed ordinances and continue study or authorize the
City Attorney to prepare:
Study or authorize the City Attorney to prepare ordinances and/or
contracts designating an industrial park at the Plainview/Hale
County Airport.
Study or authorize the City Attorney to prepare ordinances and/or
contracts designating an industrial park as recommended by the
Plainview Industrial Foundation and approved by the City Council
for the Gebo Company warehouse.
B. Discuss and authorize introduction of the following ordinances:
Zoning Ordinance, an ordinance by the provisions of Article 1Olla,
revised Civil Statutes of Texas, establishing zoning regulations
and districts in accordance with a comprehensive plan and within
such districts regulating the use of land, buildingkand structures;
the height, bulk and locations of buildings; establishing minimum
requirements for off-street parking, regulating the erection, ~
repair and alternation of ail building and structures; providing
for specific use permits for certain uses; recognizing non-con-
forming uses and structures and rules for the regulation thereof;
creating a board of adjustment and providing rules and regulations
for its organization procedure, jurisdiction and powers; setting

forth the requirements for building sites and the manner of
their creation providing for a certificate of occupancy and
complian6e; defining certain terms; adopting a zoning district
map and making it part of this ordinance; making all figures,
letters, markings, symbols and charts containing in said or-
dinance or shown on the map a part of this ordinance; providing
a penalty for violation of the provisionm'of such ordinance not
to exceed $200 for each violation; also providing injunctive
relief to persons affected by the violations of said ordinance;
and providing a saving clause.

An ordinance prescribing rules and regulations governing plats,
plans and subdivisions of land within the incorporated area of
Plainview, Texas, herein defined as the "City"; containing cer-
tain definitions providing for final approval of subdivisions
by sections; prescribing regulations for streets, sidewalks,
alleys, sanitary utilities and community facilities.
Providing for a penalty of not more than $200 for each violation
thereof, repealing all conflicting ordinances; providing a valid-
ity clause; and providing an effective date.

No. 76-1983, an ordinance prescribing rates and charges for

NO. 76,1984, an ordinance prescribing fees to be charged for
picking up and keeping of livestock, animals and fowls; re-
pealing ordinances in conflict herewith; and ratifying and con-
firming the provisions of all ordinances pertaining to the sub-
ject matter of this ordinance that are not in conflict herewith.
Receive for consideration, discussion and adoption, Ordinance
No. 76-1988, an ordinance fixing the fees for licenses for dogs,
cats; providing the fee for the issuance of duplicate license
tags; and providing the fee for the impounding and keeping of
dogs and cats; providing for the fee for vaccination; amending
Ordinance No. 65-86S accordingly; and providing a savings clause.
Receive for consideration, discussion and adoption, Ordinance
No. 76~1989, an ordinance prohibiting parking on the North side
of West Eighth Street on that part of West Eighth Street lying
between Raleigh Street and Quincy Street of the City of Plainview;
and providing a penalty.
Receive for consideration, discussion and adoption, Ordinance
No; 76a1990, an ordinance prohibiting the parking of vehicles
along the East side of Raleigh Street in the 800 Block between

said intersection; providing a penalty.

No. 76-1991, an ordinance closing that portion of the alley
between lotS 1 and 16, 2 and IS, $ and 14 and between the North
$0 feet of Lot 4 and the North $0 feet of Lot 15, all in Block
A, Knight Addition to the Town of Plainview, Hale County, Texas,
as .shown by the plat recorded in Volume 16S, Page 507, Deed Re-
cords of Hale County, Texas.

MINUTES CITY COUNCIL REGULAR MEETING
The City Council of the City of Plainview met in regular session at
7:30 p.m., in the Council Chambers of the City Hall with Mayor Pro-tem
Medlin Carpenter presidingandthe~fotlo~ing~Atdemman present: Jeane
Browning, Tom Almon, Lloyd Woods.
Also present were: Marshall Pharr-City Manager, M. L. Rea-City Clerk,
Joe Sharp-City Attorney, William R. Hogge-Director of Public Works, Harold
Gladman-Director of Planning, Johnnie Ballew-Director of Public Safety,
Norman Huggins-Director of Finance, Billy Rogers-Supervisdr of Parks, Mike
McGregor-Administrative Assistant, Bruce Byron-Administrative Assistant and
Emma Quintanilla-Administrative Secretary.
Also present were: Gary Ott-Plainview Daily Herald, Jim Davis-Plainview
Reporter News, Chuck Martin g Tut Tawwater-KVOP Radio, Bill Bruder-KKYN Radio,
Charles Bechtold-KAMR in Amarillo, Joe Cox, Bud Cason and Sonny Walker.
Invocation was given by Tom Almon.
It was moved by Alderman Woods, seconded by Alderman Almon, to appoint
the following people to the Board of Electrical Examiners: Troy Carter,
Jimmy Kelly and Don McMillon. Motion carried unanimously.
It.was moved by Alderman Browning, seconded by Alderman Almon, to ap-
point the following people to the Plumbing Appeals g Advisory Board: Bill
McBride and Delvin Yilliams. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman Woods, to appoint
the following ~eople to the Board of Adjustment: O. L. Cooper, Jack Corn
and Mike Sawaya. Motion carried unanimously.
It was moved by Alderman Browning, seconded by Alderman Almon, to ap-
point the following people to the Community Improvement Committee: Mark
Turnbough-General Chairman and David Driskill-Vice General Chairman. Motion
carried unanimously.

The following member was present to receive his oath of office and
confirmation to the Planning Board g Zoning Commission: Dr. Gwin Morris.
Joe Cox was present before the City Council to make the following
recommendation: that one of the city parks be named after Ex-mayor M. B.
Hood in honor of Mr. g Mrs. Hood. The Council will consider his recom-
mendation and thanked M~. Cox for the fine idea and thought behind it.
It was moved by Alderman Browning, seconded by Alderman Almon, to
authorize the specifications and advertising on purchase of half-ton pick-
ups budgeted for 1977. Motion carried unanimously. Four new pick-ups are
being advertised for with two being trade-ins and two new ones.
It was moved by Alderman Browning,~.seconded by Alderman Woods, to award
the bids previously received for the annual supply of Utility Fund chemicals
for domestic and wastewater treatment. Stauffer Chemical COmpany in Houston
was awarded the Aluminum S~fate bid $7.45/cwt in truckloads of 32,000 lbs.;
Weskem Company in Borger was awarded the Copper Sulfate bid 44.05 per bag
small crystal and 44.65 per bag large crystal; and S.E.C. Corporation was
awarded the Liquid Chlorine bid 0.1325 per pound on the one ton containers
and 0.22 per pound on the 150 pound containers. Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman Almon, to approve
the minutes of the City Council regular meeting on August 24, 1976. Motion
carried unanimously.

The Mayor and City Council is continuing the study of the Plainview
Charitable Solicitations Ordinance. They met in a joint meeting' on Sept-
ember 14, 1976 at 4:00 p.m. in the Mayor's Office to discuss the ordinance.
They discussed for the committee to be retained and an ordinance to be
sended with the substitute being amended.
Tut Tawwater-Chairman of the Pamks, Open Space g Recreation Committee
appeared to discUss the park bond proposal. It was moved by Alderman~WoodS,
seconded by Aldemman Browning, to authorize the specifications of bids for
lighting Jaycee g Babe Ruth Ball Pa~ks~ Motion carried unanimously. Also
to do the repair work needed at Bmoadway park.
It was moved by Aldemman Almon, seconded by Alderman Woods, to authorize
the PaDks, Open Space g Recreation Committee to make application toathe Parks
g Wildlife for matching grants for the joint land use with the City and
School for Thunderbird g Lakeside Schools. Motion carried unanimously.
It was moYed by Alderman Woods, seconded by Alderman Atmon, to approve
the specifications and authorize advertising of bids for purchase of air
compressor. Motion carried unanimously.
A joint meeting between the City Council and Planning Board and Zoning
Commission has~been set for October 5th and October 7th, to discuss the
Zoning Ordinance.
The City Council is continuing the study on the ordinance prescribing
rules and regulations governing plats, plans and subdivisions of land within
the incorporated area of Plainview, Texas.

It was moved by Alderman Woods, seconded by Alderman Almon, to adopt
Appropriation Ordinance No. 76-1994, from Revenue Sharing Account 427-812
in the amount of $3,3?5.5? payable to Texas Sprinkler Company, Inc. for
repair of sprinkler system at Regional Park. Motion carried unanimously.
The letter from Plainview Cable TV, concerning the franchise tax, was
discussed and no action was taken at this time.

for the hibing of a consultant to make a study of the Texas Public Utility
COmmittee of the Texas Municipal League's information on Southwestern Bell
state wide rate case. Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman Browning, to ap-
prove the travel expense for City Manager-Marshall Pharr to attend the In-
ternational City Management Association in Canada. Motion carried unanimous.-
It was moved by Alderman Browning, seconded by Alderman Woods, to ad-
journ the meeting. Motion carried unanimously. Meeting adjourned at 8:55
