After reviewing the City's Code of Ordinance, staff believes it would be best to clarify the Code and set forth the criteria defining illegal dumping within the city limits of Plainview. With this ordinance, illegal dumping is defined as the discarding or unloading of items that constitute a nuisance at any place within the City limits except at a state permitted or approved landfill or at such other place as may be designated by the City or the State. With the newly installed cameras at the Columbia site, our Police Department has stepped up efforts to slow the illegal dumping at this site. So far we have had some success, but it is going to take some time to educate people not to use this site to discard material other than recyclables and grass clippings. This Ordinance will assist our officers in their enforcement of a no tolerance policy on the use of this site other than recycling. Staff does recommend approval of Ordinance 15-3622 on first reading. Mayor Dunlap asked for public comment. There was no public comment.
