Any person is invited to attend meetings of your City Council to discuss matters of individual concern, to present and dis- cuss proposals, to participate in public hearings or to be a visitor. If you are present to appear before the City Council for any item on the agenda, please advise the City Clerk and you will be heard at the earliest convenience. Should you have an item you want to appear on the agenda, please make your request known in writing to the Mayor or City Manager at least one week in advance of the regular City Council meetings, held on the second and fourth Tuesday of each month. Your presence is appreciated and you are invited to attend any part or all of the City Council meetings. Article 6252-17, V.T.C.S., the Open Meetings Law, was revised effective September 1, 1975 to require: (1) Notice of any meeting to be posted in a public place readily accessible to the general public at all times; the City Council of the City of Plainview has authorized the posting to be in the Plainview City Hall and the Plainview Police Department reception area, which is readily accessible to the general public at all times, and (2) Any additional subject not previously included on the published and posted agenda shall be accompanied ~v a statement describing the nature of the urgent public necessity requiring their addition to the agenda. Discuss and authorize introduction of the following ordinances: STUDY FOR ADOPTION 10/76 Zoning Ordinance, an ordinance by the provisions of Article lOlla, revised Civil Statutes of Texas, establiShing zoning regulations and districts in accordance with a comprehensive plan and within such districts regulating the use of land, building and structures; the height, 'bulk and locations of buildings; establishing minimum requirements for off-street parking, regulating the erection, repair and alternation of all building and structures; prOviding for specific us~e per- mits for~ce~tain uses; recognizing non-conforming uses-and Structures ~nd rules for the regulation thereof; creating a board of adjustment and providing rules and regulations for its Organization procedure, jurisdiction and powers; setting forth the requirements for building sites and the manner of their creation providing for a certificate of occupancy and compliance; defining certain terms; adopting a zoning district map and making it part of this ordinance; making all figures, letters, markings, symbols and charts containing in said or- dinance or shown on the map a part of this ordinance; pro- viding a penalty for violation of the provisions of such or- dinance not to exceed $200 for each violation; also providing injunctive relief to persons affected by the violations of said ordinance; and providing a saving clause. MINUTES CITY COUNCIL REGULAR MEETING The City Council of the City of Plainview met in regular session at 7:30 p.m., in the Council Chambers of the City Hall with Mayor J. Robert Wayland presiding and the following Alderman present: Medlin Carpenter, Lloyd Woods, Tom Almon and Bill SoRel 1 e. Also present were Marshall Pharr~City Manager, M. L. October 12, 1976 Page 2 MINUTES CITY COUNCIL REGULAR MEETING Councilman Woods expressed his surprise at just having received one bidder for the park lights. Tut Tawwater recommended this bid however because he felt if they were to advertise again, they might not get a lower one. After further discussion, motion was passed uan}mously to award the bid to Wesley's Electric. It was moved by Alderman Carpenter, seconded by Alderman Woods, to authorize M~yor Wayland to sign a~ deed on the property located at 1411 Joliet, Lots 3 & 4, Block ~64, Highland Addition, to James Robinson in the amount of $1,500. ~Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman C~arpenter, to authorize the advertising for four (4) 1977 po-lice cars and one (1-) 1977 car for the Fire De- partment. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman Carpenter, to authorize the advertising for one (1) 1977 street sweeper, to be purchased with Revenue Sharing Funds. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Almon, to authorize the auction to be held for the disposal of City of Plain¥iew surplus property; and approw ing the list of items declaimed surplus,' requiring the transfer of a title and auth- orizing the Director of~Public Safety and/or City Clerk to execute the title. The 1977 Community~ Development~FundIProject, as recommended by the Mayor's En- vironment Study Committee, has set aside $20,000 for housing rehabilitaf~ion. Marshall Pharr emphasized that the project would center greatly around paving. It was moved by Alderman Woods, seconded by Alderman Carpenter, to approve the minutes of the regular City Council meetin§ held September 28, 1976. Motion carried unanimously. It was moved by Alderman Carpenter, Seconded by Alderman~Woods, to hold the Gen- eral Election on November ~2, 1976, at the City of Plainview Municipal Building. Mo- tion carried unanimously. It was moved by Alderman Woods, seconded by Alderman SoRelle, to approve and auth- orize the filing of weed ass~essment liens. Motion carried~unanimously. It was moved by Alderman Carpent~er, seconded by Alderman SoRelle, to approve the debris clearance at: 1) Brashaw Jewelry, 115 E. 6th, and 2) Manuel Ramos, 1009 Bavid-'~ son. Motion carried unanimously. Received for filing, City of Plainvi'ew Motel '& Motel Occupancy Tax for period ending June 30, 1976. It was. moved by Alderman Carpenter, seconded by Alderman Woods, to authorize the City Attorney-Joe Sharp to prepare an ordinance prohibiting the. parking in the 700 & 800 Blocks of Austin Street, as recommended-by the Traffic Safety CoOrdinator. Reminder of the Texas Municipal League meeting being held in Dallas on November 1 3~th thru 16th. October 12, 1976 Page 6 MINUTES CITY COUNCIL REGULAR MEETING This City Council meetin§ will be Mike McGre§or's last meet~ing with the City of Plainview. Mike told the Mayor and City Council that he knew he had profited more than he had provided. The Mayor and City Council wished him well on his new position as Assistant City Manager at Tyler, Texas.
