HEARING VISITORS PRESENT: Ae Any person is invited to attend meetings of your City Council to discuss matters of individual concern, to present and dis- cuss proposals, to participate in public hearings or to be a visitor. If you are present to appear before the City Council for any item on the agenda, please advise the City Clerk and you will be heard at the earliest convenience. Should you have an item you want to appear on the agenda, please make your request known in writing to the Mayor or City Manager at least one week in advance of the regular City Council meetings, held on the second and fourth Tuesday of each month. Your presence is appreciated and you are invited to attend any part or all of the City Council meetings. Article 6252-17, V.T.C.S., the Open Meetings Law, was revised effective September 1, 1975 to require: 1) Notice of any meet- ing to be posted in a public place readily accessible to the general public at all times; the City Council of the City of Plainview has authorized the posting to be in the Plainview City Hall and the Plainview Police Department reception area, which is readily accessible to the general public at all times, and 2) Any additional subject not previously included on the published and posted agenda shall be accompanied by a statement describing the nature of the urgent public necessity requiring their addit~on to the agenda. The policy of the City Council of the City of Plainview is that no additional items will be included on the published agenda later than 4:00 p.m., Thursday, preceding the Council meeting unless accompanied by a statement describing the nature of the urgent public necessity requiring the addition to the agenda. Receive for filing, copies of the following minutes: Plumbing Appeals & Advisory Board, October 18th; Board of Electrical Ex- aminers, October 19th; Board of Adjustment, October 21st; and Board of Electrical Examiners, October 27th. AUTHORIZATION FOR STUDY, PREPARATION, INTRODUCTION AND ADOPTION OF ORDINANCES, RESOLUTIONS AND PROCLAMATIONS: CONTINUE STUDY STUDY FOR ADOPTION Discuss proposed ordinances and continue study or authorize the City Attorney to prepare: Study or authorize the City Attorney to prepare ordinances and/or contracts designating an industrial park at the Plainview/Hale County Airport. e Study or authorize the Cityf,Attorney to prepare ordinances and/or contracts designating an industrial park as recom- mended by the Plainview Industrial Foundation and approved by the City Council for the Gebo Company warehouse. Study or authorize the City Attorney to prepare an ordinance regulating the solicitation of charitable contributions with- in the city limits of the City of Plainview, Texas; and set- ting forth certain regulations and requirements. Discuss and authorize the introduction of the following ordinances: Zoning Ordinance, an ordinance by the provisions of Article lOlla, revised Civil Statutes of TexaS, establishing zoning regulations and districts in accordance with a comprehensive plan and within such districts regulating the use of land, buildings and structures; the height, bulk and locations of builidings; establishing minimum requirements for off-street _parking, regUlating the erection, repair and alternation of all building and structures; providing for specific use per- mits for certain uses; recogni~zing non-conforming uses and structures and rules for the regulatJ-on thereof; creating a board of adjustment and providing rules and regulations for its organization procedure, jurisdiction and powers; setting forth the requirements for building sites and the manner of their creation providing for a certificate of occupancy and compliance; defining certain terms; adopting a zoning district map and making it part of this ordinance; making all figures, letters, markings, symbols and charts containing in said or- dinance or shown on the map a part of this ordinance; pro- viding a penalty for violation of the provisions of such or- dinance not to exceed $200 for each violation; also providing injunctive relief to persons affected by the violations of said ordinance; and providing a saving clause. Providing for a penalty of not more than $200 for each vio- lation thereof, repealing all conflicting ordinances; pro- viding a validity clause; and providing an effective date. MINUTES CITY COUNCIL REGULAR MEETING The City Council of the City of Plainview met in regular session at 7:30 p.m., in the Council Chambers of the City Hall with Mayor J. Robert Wayland presiding and the following Alderman present: Medlin Carpenter, Jeane Browning, Tom Almon, Lloyd Woods and William SoRelle, Jr. Also present were Marshall Pharr-City Manager, Mo L. Rea-City Clerk, Joe Sharp- City Attorney, William R. Hogge-Director of PUblic Works, Johnnie Ballew-Director of Public Safety, Norman Huggins-Director of Finance, Bruce Byron-Administrative Assist- ant, Bob Richards-Assistant Building Official, Robert Ratcliff-Traffic Safety Coordi- nator and Emma Qui ntani 11 a-Admini strati ve Secretary. Also present were Gary Ott-Plainview Daily Herald, Jim Davis-Plainview Reporter News, Chuck Martin-KVOP Radio, Bill Bruder-KKYN Radio, Charles Bechtold-KAMR in Amaril- lo, John Ray, Robert Strong, Bill Barrett, Terry Colston, James Regan, William Mull and Robert Bellamy. The following were present to receive their certificates of appointments from Mayor WaYland: Community Improvement Committee Rob Strong 11/77 Fire Code Board of Appeals Robert Bellamy Mr. Bill Barrett, representing American National Red Cross, was present to award Captain William Mull with a Certificate of Merit for selfless and humane action in saving~the life of a construction cave-in accident victim. Mayor Wayland congratu- lated Captain Mull on his fine judgement. It was moved by Alderman Carpenter, seconded by Alderman Browning, to award the bid for the purchase of five police cars to McGavock Pontiac in the amount of $23,300.15 for five LeMans. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman Woods, to remove from the agenda, Item 3 under Section A, No. VII, until some concrete proposal was made. Motion carried unanimously. The Zoning Ordinance is still under study by the Mayor and City Council and the Planning & Zoning Commission. The ordinance on rules and regulations is still under study by the Mayor and City Council and the Planning Board & Zoning Commission. Mayor Wayland will set up a meeting with Mr. Brown and Mr. Landcaster, represent- atives from Plainview Cable TV, to discuss the franchise tax, the latter part of this month. Received for filing, the Hale County Transportation Study, 1975-1995, prepared by State Department of Highways and Public Transportation, as officially approved. It was moved by Alderman SoRelle, seconded by Alderman Browning, to accept the re- commendations of the Plainview Citizen's Traffic Committee, as presented by Bob Ratcliff for traffic control in the 1400 and 1500 block of Ennis. (This being that it would not help to take away the parallel parking on both sides). Moti:on carried 4-yes and 1-no. (Alderman Carpenter being no) Received for filing, Pioneer Natural Gas Cost of Gas on the West Texas System for the month of September, 1976. It was moved by Alderman Woods, seconded by Alderman SoRelle, to declare surplus the property located in the 900 Block of 6th Street and advertise for sale. Motion car- ried unanimously.
